Finance Committee Minutes January 3, 2019 Members Present: Joe Emmett, Joe Rodriquez, and Paul Davidhizar (Tish Humphrey absent) Staff Present: Steve Ritter, Aron Kulhavy, Ram Ramachandra, Kevin Lunsford The agenda items discussed were: • Approved minutes from the December 18, 2018 meeting. • Aron discussed the status of a proposed contract amendment with Architect Design Group (ADG) for services related to design and construction of the Police and Fire facilities related to the Proposition 1 bonds. ADG is proposing an increase of $567,883 with $349,265 related to Basic Services and $218,618 related to Additional Services/Reimbursables. Discussion with the Committee related to this item was: o 1) use Bond Proceeds or use General Fund Unallocated Reserves to pay for any additional ADG services cost? – consensus of the Committee was to use General Fund Unallocated Reserves o 2) a significant portion of the Additional Services/Reimbursables increase of $218,618 related to fees for LEED Documentation (about $61,000) and fees for “Commissioning” (about $122,500). Consensus of the Committee was we do not need “LEED” certification and thus the cost for documentation of obtaining certification is not necessary. Related to “Commissioning” it was believed that the $122,500 amount included services beyond “basic” “Commissioning” services and that probably around $60,000 of the cost could be reduced. However, Ram Ramachandra and Kevin Lunsford were to have a meeting with ADG on January 8, 2019 and additional info about what services were included and how much the “Commissioning” cost could be lowered are to be discussed. Staff is to visit again with the Finance Committee in a January 15,2019 meeting to update the Finance Committee with more info about these costs.
