Finance Committee Minutes March 5, 2019 Members Present: Joe Emmett, Joe Rodriquez, Paul Davidhizar and Tish Humphrey Staff Present: Steve Ritter, Aron Kulhavy, Tammy Gann The agenda items discussed were: • Approved minutes from the February 5,2019 meeting. • Discussed the award of the Main Street Grant and the monies for the City Match portion. A budget amendment will be presented to the full city council on March 19th. Tammy Gann stated that the grant is for 12th Street sidewalks and crossways. The city has till March 2, 2021 to have this project completed. • Aron discussed an agreement with TDCJ for a 30-year lease for a portion of the TDCJ property located off of 2821 and Rosenwall Road. By acquiring this land lease from TDCJ this will enable the city to build a road from the new police station to Rosenwall Road and provide a second access point to the new police facility to be built. A budget amendment will be presented to the full city council on March 19th for $9,600. Aron stated that Entergy is improving its transmission lines from the substation to the plant. Entergy is in the process of securing easement right of ways with the property owners and will be paying the City for the city owned property. Aron would like to use some of the proceeds from Entergy (approx. $68K) to pay for the lease with TDCJ. • Aron also discussed leasing a 2.5-acre tract from TDCJ at the corner of Rosenwall Road and 2821 and TDCJ has agreed to lease the 2.5 acres to the City for $2K a year. This 2.5-acre tract touches the new police department property.
