Finance Committee Minutes April 2, 2019 Members Present: Joe Emmett, Joe Rodriquez, Paul Davidhizar Staff Present: Steve Ritter, Aron Kulhavy, Greg Mathis and Julie O’Connell The agenda items discussed were: • Approved the minutes from the March 19,2019 meeting. • Greg Mathis presented a plan to recuperate costs incurred by the Fire Department while responding to incidents involving non-citizens. They are recommending the initiation of a cost recovery plan. Greg indicated that he has spoken to numerous cities that run a very similar to same program and all of the cities were positive about the program. Greg indicated that he would like the recovery money to go back into a fund that only the Fire Department has access to so that they can replace equipment. Steve indicated that the fees/charges would need to be added to the Fee Schedule. • Julie presented the OPEB Liability update. Basically, since changes were made to the retiree health care policy starting in 2016 the City’s liability has decreased from $22M to $10.8M which is a significant impact. The city has hired 73 people since 2016 that are still employed with the City and there are about 160 employees hired prior to 1/01/2016 still employed.
