Finance Committee Minutes May 7, 2019 Members Present: Joe Emmett, Joe Rodriquez, Paul Davidhizar, and Tish Humphrey Staff Present: Steve Ritter, Aron Kulhavy The agenda items discussed were: • Approved the minutes from the April 2,2019 meeting. • Reviewed the budget amendments that are being presented to the entire city council tonight • Discussed the Proposed FY 20 Fee Schedule. Each director spoke regarding their area of responsibility and made comments and explained the proposed changes to the fee schedule. The finance committee recommended:
Water:
water Rates -ok with increases to usage that were part of the plan
Water Rates outside of the City limits -agreed to increase the multiplier from 1.25 to 1.75.
The last time the city raised rates outside of the city limits was approx. 20 yrs. ago.
Agreed to Other-Utility related fees related to Water & Wastewater
Wastewater: Agreed to an increase of 5% each year for the next 3 years.
Solid Waste:
Agreed to increase the cost from $21.50 a month to $22.70 a month. The increase is covering the additional cost of recycling.
Agreed to increase the fees of Multi-family Residential Collection from $18.12 per month to $22.70 for all.
Agreed to other small increases in the Solid Waste fee schedule relating to tires, yard waste and disposal fees.
Development Services:
Agreed to the restruct costs of permits -electrical, plumbing, and mechanical 
Library – Agreed to the new fees
Tourism and Culture Services -Agreed to the new fees / changes
Public Safety -Agreed to new fee for accident reports and the fee to charge for copies of open records.
