Members Present: Joe Emmett, Joe Rodriquez, Tish Humphrey
Staff Present: Steve Ritter, Aron Kulhavy, and Guest -Charles Hodges
The agenda items discussed were:
• Approved the minutes from the August 6,2019 meeting.
• Charles Hodges, with Milliman – (PEB Trust Investment Brokers) presented and
updated the committee on the current status of the City PEB Trust through the
end of September 2019. Mr. Hodges discussed the City’s asset allocation and
discussed where we were today and where we wanted to be at moving forward. Mr.
Hodges stated that the last time we looked at the City’s asset allocation was in
2010 or 2011. Mr. Hodges indicated that he ran numerous scenario’s through their
software systems, and he sees no benefit to the City for changing our asset
allocation at this time. The City is currently at a 7.87% rate of return since the
inception of the trust and our benchmark was 8.00%.
• Steve discussed the broker/dealer list for FY 2020. Steve indicated that we
wanted to change one broker for another on the list. The finance committee
members present all agreed to the change.

2. DISCUSSION/CONSIDERATION
The Finance Committee will hear presentations, discuss and may consider recommendations
to the City Council on the following items.
a. Approve minutes of August 6, 2019 meeting
b. Presentation by Charles Hodge, Milliman, PEB Trust Investment Advisor – asset
allocation of PEB Trust investments and other
c. Approval – add and remove brokers from approved Broker List for purchasing
securities
3. ADJOURNMENT
It is possible that a quorum of the City Council may be present, but the Council will not be
deliberating or taking any action at this meeting. Councilmembers in attendance who are not
members of the Finance Committee will not offer comment or otherwise participate in the Finance
Committee meeting.
