The agenda items discussed were:
• Approved the minutes from the November 19,2019 meeting.
• Discussed a budget amendment for FY 2020 for paying for attorney fees related to
the annexation lawsuit – no opposition by any of the Finance Committee members
• Discussed a budget amendment for FY 2020 for adding fees to the Schedule of
Fees and Charges for Sharable Mobility devices – no opposition by any of the
Finance Committee members
• Aron Kulhavy shared with the members various details of the Proposition 2 debt
including history of projected cost, where monies are coming from to pay for the
new debt (including the allocation between General Debt Service and the Utility
Fund), monies already budgeted for preliminary design Architecture/Engineering
costs, the need to get the debt issued before the end of FY 19-20, and possible
availability of unused General Debt Service monies (possibly $81K annually) to use
on potentially issuing some Certificates of Obligation to fund some additional
General CIP projects for about $1.6M. – committee members were open to using
the $81K in this manner

2. DISCUSSION/CONSIDERATION
The Finance Committee will hear presentations, discuss and may consider recommendations
to the City Council on the following items.
a. Approve minutes of November 19, 2019 meeting
b. Discussion of proposed Budget Amendments
c. Discussion of Bond Proposition #2 for City Services buildings
3. ADJOURNMENT
It is possible that a quorum of the City Council may be present, but the Council will not be
deliberating or taking any action at this meeting. Councilmembers in attendance who are not
members of the Finance Committee will not offer comment or otherwise participate in the Finance
Committee meeting.
