Members Present: Joe Rodriquez, Paul Davidhizar, Russell Humphrey and Dee Howard
Staff Present: Steve Ritter, Aron Kulhavy, Brent Sherrod.
Presenters: Chris Pruitt, Audit Partner with Pattillo, Brown & Hill
The agenda items discussed were:
• Approved the minutes from the February 18, 2020 meeting.
• Brent Sherrod discussed the budget amendment that was needed for the
agreement with SHSU in regard to the pre-contract costs for expenses related to
entering into a contract with SHSU for the City to operate a Wastewater
Reclamation Plant on behalf of SHSU. Council members asked the status of getting
the signed agreement back from SHSU and there desires to have that signed
agreement back before moving forward with expenses; all agreed.
• Chris Pruitt, Audit Partner with Pattillo, Brown & Hill presented the Comprehensive
Annual Financial Report (CAFR) for the year ended September 30,2019. Chris went
thru the entire audit and pointed out several keys pages where year end numbers
were located and what they meant. Chris indicated that this was a draft only and
the official document would be presented to the full City Council on April 7, 2020.

2. DISCUSSION/CONSIDERATION
The Finance Committee will hear presentations, discuss and may consider recommendations
to the City Council on the following items.
a. Approve minutes of January 7, 2020 meeting
b. Discussion of Budget Amendments for expenses and reimbursement revenue
(reimbursement revenue from SHSU) for pre-contract costs for expenses related to
entering into a contract with SHSU for the City to operate a Wastewater Reclamation
Plant on behalf of SHSU (the plant being constructed and owned by SHSU)
c. Presentation of Audit/CAFR by Chris Pruitt, Audit Partner with Pattillo, Brown &
Hill
3. ADJOURNMENT
It is possible that a quorum of the City Council may be present, but the Council will not be
deliberating or taking any action at this meeting. Councilmembers in attendance who are not
members of the Finance Committee will not offer comment or otherwise participate in the Finance
Committee meeting.
