Members Present: Joe Rodriquez, Russell Humphrey, and Dee Howard Mullins
Staff Present: Aron Kulhavy, Steve Ritter
The agenda items discussed were:
• Approved the minutes from the June 16, 2020 meeting.
• Discussed the Budget amendment for the grant monies received for repairs to
River Oaks Drive and Greenbriar. This budget amendment puts the money in place
for the above projects.
• Steve discussed the handout regarding delinquent Utility bills due to COVID-19.
For a total of 1 month to 4 months we have $165,462 outstanding compared to a year
ago which was $26,423; which is 6 times more than a year ago. Steve asked the
committee what type of repayment plan and time frame we should offer to the citizens
for repayment of these bills. The committee came to a consensus that they would like
to give options to the citizens and then let the citizens choose the option that fits
them the best. They would like to see that the bills are paid off within 6 months of
the agreement.
• None of the committee members had any suggested changes to the Fiscal and
Budgetary policies.

2. DISCUSSION/CONSIDERATION
The Finance Committee will hear presentations, discuss and may consider recommendations
to the City Council on the following items.
a. Approve minutes of June 16, 2020 meeting
b. Discussion of Utility Billing Delinquent Accounts amounts since COVID-19 and
possible time frames for customers to become current once COVID-19 State, County
and City “orders” are terminated
c. Budget Amendments
d. Review and discussion of Fiscal and Budgetary Policies
3. ADJOURNMENT
It is possible that a quorum of the City Council may be present, but the Council will not be
deliberating or taking any action at this meeting. Councilmembers in attendance who are not
members of the Finance Committee will not offer comment or otherwise participate in the Finance
Committee meeting.
