Spencer called the meeting to order at 12:32pm.
Consideration and possible action on approval of June 19, 2020 minutes.
MOTION WAS MADE TO APPROVE THE MINUTES FOR JUNE 19, 2020

Main Street Coordinator Report: Chappell gave update on the following:
Introduce Wesley Gray
CenterPoint gas line project will be shutting down one lane of University Ave.
12th St. project in progress
Waiting on confirmation from Film Friendly Texas
Huntsville First, will be attending service org meetings soon
Working on beautification including new banner and power washing
Distrx app is currently being promoted to downtown businesses, getting business owners to
“claim” their business
Larkins provided updated on Planning’s comprehensive plan process
Larkins also gave an update on the AT&T CUP process, which will be going to City Council for
approval in August
Committee Reports:
Promotions Committee – no update
DBA – Sip & Shop event on second Saturday in August
Cultural District Committee – no update
Consider Kathy Scantlin’s Life Safety Grant application

Consider American Shaman Signage
Discussion included the artwork of the sign and the fact that the sign is in the middle of the building
making it look as though it is the primary business in that building, but in reality this is a building that
includes three storefronts.
MOTION WAS MADE TO SUGGEST THAT EACH SUITE WITHIN THE BUILDING WOULD BE GIVEN AN
APPROPRIATE SIGN “BUDGET” THAT COROLATES WITH EACH SUITE’S SQUARE FOOTAGE – this was
suggested in an effort to keep things equal and fair among each business

Discuss previous citizen request to rename University Ave.
Larkins provided information on the process that a citizen would need to follow in order to get a street
renamed. The citizen would need to file a formal petition to the City Manager or City Council, Planning
would need to notify all residents and utilities that this rename was filed as a petition and ultimately the

decision would be made by City Council. It would be in the citizen’s best interest to get property owners
on the street to support the efforts to rename the street. Chappell reported that just within the
downtown’s nine-block area of University Ave, there are approximately 25 businesses/residents. That
number grows exponentially when you consider that University Ave. spans from 17th St. to 247. George
Russell spoke to this item and expressed that as a historian he believes we should stick to the historical
Main Street. Russell believes that he needs the MSAB’s support to get this street renamed. No official
action or stance was taken by the MSAB.
Public Comments:
No comments were made other than George Russell’s input that was provided in the previous item.
Items of Interest:
Two more weeks remaining of the Downtown Farmers Market.

The City of Huntsville will continue to observe 6-foot social distancing for those in attendance of any meeting.
Attendees are encouraged to wear face masks. The City reserves the right to deny access to the meeting for the

– deliberation regarding economic development negotiation; and/or other matters as authorized under the Texas
Government Code.
