To address the increase, the City will increase its flat rate contribution from $411 to $425 for individuals; from $722 to $746 for Individual plus one (1); and from $933 to $967 for individuals plus two (2) or more. This will result in the City absorbing 1/2 of the increase and the employees responsible for the remaining amount. Employees’ increase per pay is approximately $6 for single, $11 for individual plus one (1), and $16 for family. Prescription drug plans increased 9% on average and the City will continue to pay 80% and employees 20% of this cost. The increase in the Dental PPO and HMO Plans for employees per pay, is less than $5 depending on their level of elected coverage and will be paid by the employees. Action Items (8:00 p.m. - 8:15 p.m.) City of Hyattsville Page 8 of 10 Monday, November 1, 2021 7:00 PM City Council Agenda Regular Meeting November 1, 2021 11.a) Transitioning Ownership of a Segment of MD 208 HCC-149-FY22 I move that the Mayor and Council authorize the City Administrator to begin negotiations with the Maryland State Highway Administration for the purpose of transitioning ownership of, and/or performing upgrades and repairs to, the segment of MD 208 (Hamilton Street) within the corporate limits of the City of Hyattsville (from 38th Avenue to Queens Chapel Road) to the City of Hyattsville. Any such negotiations are non-binding, subject to the review and approval of the City Attorney for legal sufficiency and shall require final approval from the Hyattsville City Council...end Summary Background: There have been numerous issues associated with the inability to perform maintenance on this high-traffic segment of MD 208 including inconsistency in quality of roadways, incomplete sidewalks, and minimal visibility of crosswalks. This segment has been specifically identified as an issue for cyclists and pedestrians in the citizen-led 2008 Pedestrian and Bicycle Study and the recent City-sponsored 2018 Hyattsville Transportation Study. Ward 5 Councilmembers and City staff have received reports of the danger in crossing this major street. Transition of ownership will increase connectivity in conjunction with the major upgrades to Hyatt Park and the new location of the Hyattsville Police Department (3505 Hamilton Street). The updated language will allow the City to work with the Maryland State Highway Administration (SHA) to develop a comprehensive list of funding options for efficient use of tax payer dollars. These options include but are not limited to: - Applying to SHA’s Access Management Program (and providing supporting documentation) - Applying to SHA’s Transportation Alternative Program (and providing supporting documentation) - Developing MOU’s with SHA (subject to Council approval) - Working with the SHA District office or required permits and approvals - Working with SHA’s Office of Real Estate on transfer process Next Steps: Enter into discussions with MD SHA citing the guidelines listed.
