Friday prior to the scheduled Monday meeting). Please note, times given for agenda items are
estimates only. Matters other than those indicated on the agenda may also be considered at Council
discretion.

Meeting Notice:
The Hyattsville City Council will hold its meeting on Monday, October 2, 2023 remotely via video
conference. The Council meeting will be conducted entirely remotely; there will be no in-person
meeting attendance.
The meeting will be broadcast live on cable television channel 71 (Comcast), channel 12 (Verizon), and
available via live stream at www.hyattsville.org/meetings.

I move that the Mayor and Council authorize the City Administrator to negotiate and enter into
a land easement agreement with Gilbane Building Company for the use of Parcel 190 to install a
digital message board for community notices. The agreement is subject to the review and
approval of the City Attorney.

10.b. Special Use Agreement - Hyattsville Elementary School PTA Zombie Run HCC-073-FY24
I move the City Council authorize the City Administrator to execute a Special Use Agreement
with Hyattsville Elementary School Parent Teacher Association (PTA) for the use of David C.
Driskell Community Park and select City streets for its Annual Zombie Run, scheduled for
Saturday, October 14, 2023.

10.c. Special Use Agreement - Route 1 Velo 2023 Cyclocross Race HCC-074-FY24
I move the City Council authorize the City Administrator to execute a Special Use Agreement
with Route 1 Velo for the use of David C. Driskell Park for its Annual Cyclocross race, scheduled
for Sunday, October 8, to include set-up in the afternoon of Saturday, October 7.

10.d. ARPA-Replacement of Windows at City Administration Building HCC-076-FY24
I move that the Mayor and Council authorize the City Administrator to enter into an agreement
with Berkley Glass for the replacement of windows at the City Administration Building, pending
legal review. An expenditure not to exceed $285,000 is authorized to be funded with ARPA
funds, and the Treasurer is authorized to make the required budget amendments to facilitate
this expenditure.

10.e. Purchase of Truck and Van for Public Works HCC-077-FY24
I move that the Mayor and Council authorize the City Administrator to purchase a 2023
E-Transit Cargo Van from Upper Marlboro Ford for an expenditure not to exceed $62,000 and a
2023 Chevrolet Silverado from Sport Automotive for an expenditure not to exceed $65,000.
The Treasurer is authorized to make the necessary budget amendments to facilitate this
purchase from the FY24 approved Capital budget.

Wards’ Discretionary Fund for a total of $500 to the HY-Swap.

I move the City Council to authorize the Mayor to send correspondence to the Superintendent
and Chief Operating Officer of Prince George’s County Public Schools to request a reduction in
the facility use fee for events hosted by nonprofit organizations.

I move the Council authorize the Mayor to send a letter to the Planning Board regarding
DSP-21001, Suffrage Point. The letter shall request the Planning Board to continue the DSP
hearing from October 5, 2023, to November 2, 2023 to allow time for the public to review
materials.
