Friday prior to the scheduled Monday meeting). Please note, times given for agenda items are
estimates only. Matters other than those indicated on the agenda may also be considered at Council
discretion.

Meeting Notice:
The Hyattsville City Council will hold its meeting on Monday, March 4, 2024 remotely via video
conference. The Council meeting will be conducted entirely remotely; there will be no in-person
meeting attendance.
The meeting will be broadcast live on cable television channel 71 (Comcast), channel 12 (Verizon), and

8.d. Schedule Public Hearing for three (3) Hyattsville Charter Amendment HCC-224-FY24
Resolutions:
2024-01: Modernizing the City’s Procurement Provisions
2024-02: Amending the Charter to Utilize Gender Neutral Language
2024-03: Removing the Requirement that Council Meetings Start at 8:00 PM
I move the Mayor and Council schedule a Public Hearing on Monday, April 1 at 6:00 PM to hear
public testimony regarding three (3) proposed Hyattsville Charter Amendment Resolutions.
- Charter Amendment Resolution 2024-01 proposes amending the Charter to modernize
the City’s procurement provisions by placing the requirements for Council oversight in
the City’s Code and by placing aspects of the procurement process in the City’s Code
and inserting language requiring the City Administrator to sign all contracts in
accordance with the City Code.
- Charter Amendment Resolution 2024-02 proposes amending the Charter to utilize
gender neutral language, and;
- Charter Amendment Resolution 2024-03 proposes to remove the requirement that
Council Meetings start at 8:00 p.m.

9.a. ARPA - Award of Contract for Mental Health Services to Support Children HCC-220-FY24
and Youth
I move that the Mayor and Council authorize the City Administrator to enter into a contract
with The Hope Center for Wellness to provide services to support the City’s Children and Youth
Mental Health Wellness Initiative. An expenditure not to exceed $100,000 for this contract is
authorized to be funded with ARPA funds, and the Treasurer is authorized to make the required
budget amendments to facilitate this expenditure. The Contract is subject to approval by the
City Attorney for legal sufficiency.
