BOARD OF ADJUSTMENT December 12, 2019 City Annex Building, Council Chambers 680 Park Avenue Member Present: Alden Allen, Wendy Nobles, Kristi Brower, Ron Johnson, Gene Hicks Staff Present: Brian Stevens, Current Planner Call to Order: Ron, Vice-Chairman called the meeting to order at 12:15 p.m. Minutes: Gene made a motion to approve the November 14, 2019 minutes as written. Kristi seconded the motion. The motion carried unanimously. Conditional Use Permit CUP19-015 Brian Stevens presented the staff report for the conditional use permit for a lighted wall sign with electronic message center at Edgemont Elementary School. The Applicant is Signature Signs. The location of the school is 1240 Azalea Dr. It is currently zoned R1with CP’s and the surrounding zoning is also R1. Site is nearly 8 acres. The existing land uses are residential and a religious institute. Brian then went over the history of the school and site. Explaining when the location was annexed as well as the previous CUP’s, and zoning. Brian indicated that the proposed sign will be on the west face of the school neat the drop-off area. Brian showed slides of the existing sign and the proposed sign. Brian explained the hours of operation, the vicinity of the sign as it relates to adjacent properties and streets. He then explained the regulations of the sign code and explained the BOA may modify standards. Brian Tallman 2349 N Woodruff applicant from signature signs asked to answer questions. Brian answered the boards questions, explaining there is no auto, but there is motion and indicated that the sign would be directly tied to the schools system instead of wireless so that it eliminates hacking and would be controlled by the schools network. Brian also explained that the lumens for the sign would conform to the sign code. In favor-Dave Webster 14 N 3990 E Rigby. Dave is the Principal of Edgemont Elementary school. Dave explained they have been raising money for the sign and the location of the sign was selected to not only inform parents, but to also be a good neighbor. The hours of operation and lumens will be in compliance with the sign code. Jillian Slight 3753 Otter Trail Idaho Falls, the past PTO president. Jillian indicated that the PTO put money towards the sign. She explained that it will be great to be able to change the sign from a computer instead of outdoors physically changing it. It is a great way to keep parents informed. Michelle Wilkins 3823 Otter Trail Idaho Falls. Secretary of the PTO. She stated that her parents liv on the corner of Azalea and Sequoia and do not feel the sign will impact them at all. Michelle and her parents are in support of it.
