November 13, 2020 Strategic Planning Exercise The City Council of the City of Idaho Falls met for a City Leadership Strategic Planning Exercise on Friday, November 13, 2020, at 12:30 p.m. This was a virtual meeting only and was held via Zoom platform. Call to Order and Roll Call: There were present: Mayor Rebecca L. Noah Casper Council President Michelle Ziel-Dingman Councilor John Radford Councilor Thomas Hally Councilor Jim Freeman Councilor Jim Francis Councilor Shelly Smede Also present: Ellen Campfield Nelson, Strategic Planning Facilitator for Agnew::Beck Aaron, Mondada, Strategic Planning Facilitator for Agnew::Beck Wyatt Schroeder, Strategic Planning Facilitator for Agnew::Beck Rick Cloutier, Airport Director Brad Cramer, Community Development Services Director Duane Nelson, Fire Chief Ryan Tew, Human Resources Director Bear Prairie, Idaho Falls Power Director Robert Wright, Library Director Pamela Alexander, Municipal Services Director PJ Holm, Parks and Recreation Director Bryce Johnson, Police Chief Chris Fredericksen, Public Works Director Carla Bruington, Executive Assistant to the Mayor Randy Fife, City Attorney Ms. Campfield Nelson stated the objective of this exercise is to understand the priorities of Idaho Falls City leadership in planning for the future; build a collaborative vision for the City that can be articulated in a strategic planning framework and implemented in budgets and work plans; and identify what City leadership would like to know more about in order to make informed decisions. The exercise included Strategic Planning Overview, Building the Vision, Organizational Analysis, and small group break-out discussions. Partner conversations included geographic reach, community needs, our organization, and one big idea. Focus areas included Strengths, Opportunities, Aspirations, and Results (SOAR) Analysis for Programs and Services, Community Outreach and Partnerships, Team and Organizational Systems, and Financial Sustainability.
