April 28, 2025 2025-26 City Council Priorities Developing City Priorities • Priorities are derived from the Aspirations found in the City’s Strategic Plan. They are represented in color below. • The City Council sets priorities annually. • City Executives/Directors budget for and implement priorities. • The planning and implementation cycles for the priorities are offset. - Priorities are set by Council at Budget Retreat in Q1. - Budgets are created and approved from April to August in Q2-Q3. - Spending Authority on the priorities is not available until October 1st in Q4 • Priorities will often require interdepartmental collaboration and support. • Most Priorities are intended to be implemented over a multi-year time frame. • Year-to-Year progress will be tracked using the chart below or some other tool. • The status of a priority will be noted using the following codes: - ACT1—Active: Year 1. The priority is new, active—and in its first year. - ACT2—Active Year 2. The priority is still active and in its second year. - A&A—Achieved or Addressed. The expectations for this priority were of a one-time nature and have been met; no further strategic action is needed. - IMI—Implemented: Maintain or Institutionalize. The priority’s level of service or achievement will be maintained or become institutional within City operations. - ICE—Inactive: Continue to Explore. The priority remains an important one, but active work and development are not timely for some understood reason Aspiration: HEALTHY COMMUNITY The City plans for and maintains well-planned residential and commercial developments designed to provide a walkable, visually appealing, clean, and safe community that balances community codes and regulations with broader aesthetic goals. (PBB 2a, 2d; 4b) Expedite permitting and review process Improvement Status: - Prioritize improvement of relationships w/ development community ACT2 Champions: - Address interdepartmental accountability when it comes to answers given to CDS developers Partners: - Examine/Develop Metrics (measures for success) Fire, PW, IFP, MO/EcDev Improve options for housing development in Idaho Falls Status: - Look at missing middle zoning and seek to modify where needed ACT2 Champions: - Reconstitute IdaHOME Committee with a renewed mission CDS, IFFD, PW - Continue efforts to harmonize density, safety, and livability Partners: Legal, PW, MO/COS, IFP April 28, 2025 The City strives to develop and maintain a comprehensive, safe multi-modal transportation network supporting vehicles, cyclists, and pedestrians. (PBB 2f; 6a, 6d; 7d) Transportation Status: Design and implement multi-modal streets ACT2 Champions: PW Partners: P&R, BMPO The City works to provide affordable and accessible cultural, recreational, and entertainment programs and venues for all ages and interests. (PBB 1a, 1c, 1d, 7b) Community center Status: - Emphasis on amenities that build community ACT2 Champions: - Not just fitness P&R Partners: MO/CC The City strives to ensure efficiency, safety, and accessibility for all City facilities. (SP25) Develop a building stewardship plan Status: - To include repair and maintenance plans, replacement schedules, and general ACT2 Champions: landscaping and snow removal services MS, MO, IFP, IDA, - Clarify who pays for and provides services PW. - Collaborate with all City Departments to ensure that every department/fund Partners: eventually has a plan All Depts. - Incorporate Future Facility Planning (designing a process for elevating needs) - Include ADA requirements and obligations - Consider security updates that may be needed Aspiration: ECONOMIC VIBRANCY No priority identified in 2025 Aspiration: RELATIONSHIPS AND PARTNERSHIPS The City encourages and facilitates collaboration with state, county, nearby municipal governments, School Districts 91 and 93, local tribes, public health, etc. to improve long-term planning coordination, economic development, and overall relations. (SP20 IIIA1, IIIB1-5; PBB 5c) Build relationship with Shoshone-Bannock Tribes Status: ACT1 Champions: MO/EcDev Partners: P&R, IFP Strengthen D-91 coordination Status: ACT1 Champions: MO Partners: P&R, CDS, INPL, PD/SRO, MS April 28, 2025 Re-establish City/County coordination Status: - Re-establish meetings ACT1 Champions: - Communications System—Radio Towers—funding and management MO, Public Safety Partners: Aspiration: GOOD GOVERNANCE The City attracts, develops, rewards, and retains a high quality, engaged, and productive workforce to create a collaborative and cooperative City team. (PBB 8a, and SP20 VA1, 3, VB3-5) Emphasize effective performance management Status: - Evolve away from scored performance management and move toward ACT1 Champions: performance conversations held throughout the year—at regular intervals HR - Train supervisors to perform evaluations effectively Partners: All Depts. Develop reliable data from public and private sectors to inform wage Status: ACT1 adjustments Champions: HR Partners: All Depts. Aspiration: FINANCIAL STABILITY The City maintains and invests in needed software and hardware systems. (SP20 VIC3) ERP & CIS procurement and implementation Status: - Execute contracts ACT1 Champions: - Fidelity to timeline Exec Comm - Establish management expectations and responsibilities Core Team - Foster interdepartmental cooperation Partners: - Use principles of change management to ease citywide acceptance All Depts. Aspiration: PLANNING FOR TOMORROW The City provides transparent, responsive, and accessible leadership focused on community priorities; facilitates timely and effective, inclusive two-way communication; and establishes opportunities for meaningful stakeholder education and citizen involvement. (PPB 8e; SP20 “Community Outreach”) Use data from the community survey to improve communications, Status: ACT1 public awareness, and City services Champions: MO/PIO Partners: All Departments April 28, 2025 The City anticipates and plans for community infrastructure that incorporates appropriate, leading-edge technology and anticipates future needs. (PBB 3d) Capital improvement planning Status: - Ensure capital plans meet or exceed requirements of the City’s Impact Fee Study ACT1 Champions: - Standardize capital planning efforts/formats MS Partners: P&R, IFFD, IFPD, PW/Streets, IFP Aspiration: RESOURCE STEWARDSHIP The City ensures that long-term community goals are met for preserving & conserving natural areas and water resources and that parks and green spaces are provided. (PBB 4d, 4e) Establish a park zone with standards Status: - Include categories of parks ACT1 Champions: - Avoid duplication of amenities—such as landscaping next to a park CDS, P&R - Allow for intensified/additional park uses to trigger necessary improvements as Partners: they are built or added Legal, MO - Ensure alignment with impact fee requirements and LWCF designations Sustainability of resources Status: - Water meter planning and implementation ACT2 Champions: - Water use messaging to the public PW, P&R - Recycling creativity Partners: - ROW smart landscaping and attractive streetscapes The City is committed to recognizing and protecting the Snake River as a centering natural resource that contributes to the community’s overall sense of place, serves as a source of non-carbon emitting power, provides a place to recreate, and delivers economic opportunity. (SP25) Develop a river plan or a river district to help shape development Status: ACT1 around the Snake River so as to protect, preserve, or enhance the Champions: resource. CDS, IFP, PW Partners: Legal, IFP, P&R Aspiration: SAFETY The City implements community policing initiatives to foster a proactive crime prevention system and visible public safety presence with rapid response to emergency situations. (PBB 7e, 7f, 7g) Community neighborhood policing Status: - Achieve a presence to reduce fear and promote safety ACT2 Champions: - Develop neighborhood relationships IFPD - Examine/Develop Metrics (measures for success) Partners: Code enforcement Status: - Enable patrol, P&R, and PW employees to report problems ACT2 Champions: - Develop messaging to make the community aware of City standards IFPD Partners: PIOs, P&R, PW April 28, 2025 The City strives to establish and maintain comprehensive fire and ambulance response times in accordance with recognized best practices. (SP25) Explore metro fire or an enhanced relationship w/Fire District Status: ICE Champions: IFFD Partners: MO The City is committed to developing, funding and implementing the highest quality training opportunities for first responders to ensure high quality public safety for the community. (SP25) Regional training center Status: - Include both IFFD and IFPD amenities ACT2 Champions: - Leverage state efforts to regionalize POST training for a training center (EVOC) IFFD, IFPD - Explore public-private partnerships (See Relationships and Partnerships Partners: Aspiration) Legal, MS, MO
