CUSP Housing and Transportation Committee Minutes August 19, 2020 Chair Stephanie Rose called the Zoom Meeting to order at 6:37 PM Members Present: Chair - Stephanie Rose, Chad Murdock, Julene Haworth, Rebecca Long Pyper Absent: Barbara Dahl, Lexie French, Todd DeVries Invited Guest: Catherine Schwab Black -Representing CUSP Education Committee Agenda: COMMITTE DISCUSSION: Catherine spoke about issues relating to safety factors affecting bike/ped students. She identified - for example - the seriousness of various roads/intersections challenging student safety. She highlighted the Anderson/Lincoln road to the ISU campus as an example. During winter months the road is not usable. In a survey of reasons why students drop out - 10% listed “lack of trans- portation.” Agenda: COMMITTEE ACTION: Rebecca reported to committee members - her meeting with Councilwoman Dingman to address updates regarding a new transit system. A 5 member board with the councilwoman as chair and Lisa Ferris from the city has been formed. Bylaws are being addressed. Some federal money is coming from the FTA and CARES Act; the organizational structure and routes have been laid out. The transit provider will be a private contractor - the CTAA provided a list of interested pro- viders. Three routes that have been set: 1. All of Holmes 2. 17th Street - not continuing on to Pancheri 3. Broadway Future route(S): Pinecrest (note: HforH Tiny Homes behind Pinecrest) then east on Lincoln by Idaho Depart. of Labor, Health District, and Costco. Weakness: need residential, low income areas, senior communities, who/ID the users. Input needed: EICAP, BMPO, survey for potential users. Identify top transportation issues: 1. No Transit 2. Car Centric, Lack of multi-modal i.e. bike/ped/non motorized. Need Complete Streets pol- icy. 3. Pedestrian and bicycle infrastructure inadequate: missing, deteriorated, not maintained. Which departments are accountable for what ? Recreation vs. transportation. 4. Traffic safety: speed, aggressive driving, noise 5. Education/communication/public outreach. City’s public engagement lacking, not consistent with city its size. Needed input: Comprehensive/current planning department. What surveys are used? How does Public Works assess needs? User surveys - non-drivers, seniors, low income, business recruiting… Next Meeting date: 09/02, 6:30 - 8:30 pm Adjourn: 7:44 pm
