IDAHO FALLS HISTORIC PRESERVATION COMMISSION Regular Meeting, May 7, 2015 Noon, Annex Conference Room Minutes Attending: Renee Magee, Rox Mitro, Judy Mortimer, Hersh Mynarcik, Kim Smith, Graham Whipple, and Julie Williams. Current Planner Brent McLane, Chief Building Official Reggie Fuller, and Recording Secretary Debra Petty. Tom Nance, visitor. Call to Order: The meeting was called to order at 12:00 PM. Approval of Minutes: Mitro moved to approve the minutes of April 2, 2015, with correction(s). Seconded by Mynarcik and passed. Walking Tour: Tour Guides: Attendees will gather in the parking lot behind Chesbro Music where Whipple will kick-off the tour by highlighting the history of Spud Alley. Stationary guides are Reggie Fuller for the South Ridge Avenue area; Renee Magee will locate maps at one of the pavilions behind Chesbro Music Store; and Cheryl Cox for the Old Eagle Rock neighborhood. Group escorts are Graham Whipple, Julie Williams, and Kim Smith. Stephanie Rose has agreed to take 10-15 minutes to talk about the home she is renovating on Ridge Avenue. Mynarcik will open his home to the public at the end of the tour. Brochure: Petty will make some minor changes to the Winn’s Addition brochure and print 130 copies. Advertisement/Publicity: The display ad for the tour should be sent to the Post Register by June 9th for publication on June 14th and June 21st. Maps of Tour: Whipple will update the tour map. Staff will make copies. Sanborn Maps: Whipple has the PDF data files for the Sanborn maps for Magee’s station. McLane will print the maps and staff will have them laminated. Tour Walk-Through: A preliminary walk of the tour route is scheduled for June 4, 2015, at 3:30 p.m. and meet behind Chesbro Music. Farmer’s Market Booth: Banner with Logo: McLane will prepare the banner. Flyer/Handout: McLane will prepare and print the flyer in full size and half sheets. Schedule: Mortimer, Smith, Williams, and Olson will man the booth on June 13th. Magee, Nance, and Mynarcik will man the booth on June 20th. Magee will manage setup for the group on those days. The booth must be manned from 9:00 a.m. to 1:00 p.m. Amending Historic Districts: Williams said the homeowner at 126 12th Street is selling her property. She would like to amend the listing of her home from non-contributing to contributing in the Historic District. Magee said changes to the siding and some of the major windows prevented it from being listed as contributing. Whipple said at the time standards for eligibility were ridged. That is not the case now. Mitro suggested finding out the process for doing reassessments. Williams would like to reassess several properties and will contact Trisha Canaday for the required process. Work Program: Draft Walking Tour Brochure: Whipple said the draft brochure will merge the information prepared by Cheryl Cox for the Winn’s Addition Brochure, the context assembled by Mortimer and Smith, the maps, and the survey of the lettered streets and QR codes done by the Compass Academy students. Magee said the draft needs to be ready by August 1st for review by SHPO. Mid Century Modern Survey: Survey work continues. Magee has Microsoft Access and Mitro will assist with data entry in July. Home in Hughes Imperial Estates: Fuller is scheduling an appointment May 8th at 2:00 p.m. with Doug Powell to view the interior and exterior of a listing in the Hughes Imperial neighborhood. The majority of the home is in its original state. All are invited. May – Archaeology and Historic Preservation Month. McLane presented a poster listing archaeology and historic preservation events for the month of May.
