Regular Meeting

Attending: Kim Smith, Rachel McMurtrey, Christopher White, Carrie Athay, and Julie Williams
Meeting Called to Order: 12:05 P.M.
Minutes: Chris made a motion to approve the minutes from April 4, 2019. Rachel seconded the motion.
The motion carried unanimously.
Projects:
Downtown Event Center: Jake Derchi explained that due to water damage the exterior paint is
deteriorating. He would like to repaint the brick. He had a paint sample and explained it was
recommended because it expands with the masonry. It is like a rubber consistency. The paint color is a
neutral and is the original color. Brent went over the staff report. He indicated that it is ok to paint the
brick if it has been previously painted. Jake also explained the trim will be painted a little darker than the
primary color. He pointed out on a picture of the building the trim and where the darker color would go.
Julie recommended that elevations showing the designation of the two paint colors be submitted and
added to the application. It is not a SHPO requirements, but it is a requirement as part of the HPC
application.
Rachel made a motion to recommend approval to SHPO. Chris seconded the motion, Motion carried
unanimously. Brent stated he would put a letter together with the Commission’s recommendation to
send with the application.
Samsel Murphey Building Installation of 2nd Floor Windows: Tasha Taylor was there on behalf of the
owner. She explained that that they would like to restore the building to its original façade. She stated
that the original windows were blocked in and they would like to restore the windows to the original
shape if possible and similar colored window frames. Brent went over the staff report. Julie asked for
elevation drawings and explained why they are important. Rachel made a motion to recommend
approval to SHPO. Chris seconded. The motion carried unanimously.
2019 Downtown Walking Tour: Brent is working on the boards. There will be five stations. Everyone will
meet at the annex building parking lot which is also where registration will be set up. The first station
will be at the intersection of Constitution and Park, the second Park and B Street, then Park and A,
Shoup and A, and finally Shoup and B. Brent said there would be pictures and text presented at each
station. He named a few of the buildings that would be highlighted at each intersection. This will be a
self-guided tour and unfortunately none of the buildings will be open. Brent went on to say that banners
should be up soon, he will generate flyers and put an ad in the paper. Catherine will put something in
the IFDDC newsletter and do an e-mail blast. Brent will get in touch with the cities PIO to get local news
involved. Brent also indicated that the HPC will have a booth at the Farmers Market this Saterday and
next Saturday to promote the walking tour and inform the public of the general responsibilities of HPC.
Julie and Kim volunteered to be at the booth this Saturday and Chris, Carrie, and Rachel offered to be
there next Saturday. The tour is Saturday, June 22nd from 10:00 to 2:00. Brent asked that the
Commission to meet in the annex building parking lot about 9:30.
Historic Preservation Plan: Julie is going to write an executive summary for the Plan explaining the
historic evolution of Idaho Falls. It will include the progress over time in the area and nationally.
