IDAHO FALLS HISTORIC PRESERVATION COMMISSION Regular Meeting Thursday, September 5, 2019 12:00 p.m., Annex Conference Room Minutes Attending: Hereschell Mynarcik, Christopher White, Carrie Athay, Rachel McMurtrey, Kim Smith, Renee Magee Meeting Called to Order: 12:07 P.M. Minutes: Heresh made a motion to approve the minutes from August 1, 2019 as written. Chris seconded the motion. The motion carried unanimously. 2020 Walking Tour: Hersh has the Sandborn maps and selected an area for the walking tour. He suggested from the park to the creamery. He explained a majority of the structures are gone, but with some research you will find a lot of history. IF Power is willing to contribute boards with the history of the power plants. Brent suggested that each commission member look at the area and select a topic to research. Then members of the commission can be at the location to explain the history of the area or structure and answer questions during the tour. Carrie volunteered to take on Anderson and Mini Hit. She is currently reading Anderson’s journal and researching the area. Hersh would like to research the Johnson Brother. Heresh and Carrie went over great resources for research. Brent offered to send out a list of properties to be researched. South Downtown Plan: Brent handed out draft copies of a portion of the South Downtown plan. He explained that the City would like one plan that covers the City Center instead of individual plans for each area of the downtown. The document will be the City core plan with chapters of different areas, south downtown being one. Chapter 3 is the visioning portion of South Downtown created by a steering committee consisting of the general public, property owners in that location, staff and other professionals. There were also neighborhood meetings to get feedback. Brent then went over the catalytic project portion of the plan and went over some of the ideas that came from the group. He also indicated that the form based code has worked well downtown and would like to implement the form based code in South Downtown as well. This is where the preservation plan would come into play. It is important to the group and property owners to preserve the history and the feel of the area. Brent would like the Commission to review the document and give him their feedback. Historic Preservation Plan: Brent is working with Julie. He stated that the introduction and purpose statement portion of the plan was sent out in a google doc to the commission. He is going to add the goals section for the commissions review and needs more input. Brent said he would send the google.doc to the commission again. Update: Renee announced that this would be her last meeting. She is turning her resignation in and gave Hersh and Brent a box of historical research. Roundtable: Hersh stated the pedestrian bridge and parking garage are the best things that happened downtown. Other discussion included the various activities and turn out for the duck races, an update on the Bonneville, the current and future construction at the Museum. The open house for the Museum is believed to be on September 26th at 5:00 pm. Carrie will send a digital invitation to verify date and time. Brent asked the Commission to start thinking about projects for the grant application. He needs projects that are more in depth than just the walking tour. Renee suggested hiring a consultant and doing a nomination for Funland. Chris shared he was with the Friends for Learning group this past weekend. They hiked the Hiawatha trail in Wallace, ID and indicated that the whole town is on the National registry because of a highway that was proposed to go right through the town. Because of this the highway was constructed above the town to a viaduct.
