IDAHO FALLS HISTORIC PRESERVATION COMMISSION Regular Meeting Thursday, January 2, 2020 12:00 p.m., Annex Conference Room Minutes Attending: Christopher White, Rachel McMurtrey (via telephone), Hereschell Mynarcik, Kim Smith and Graham Whipple Meeting Called to Order: 12:14 P.M. Minutes: Hereschell made a motion to approve the minutes from November 7, 2019 with corrections. Kim seconded the motion. The motion carried unanimously. S Boulevard becoming a Historic District – Rebecca Pyper: Rebecca would like to get the ball rolling to see if we can get S Boulevard to be recognized as a Historic District. She has time to put in the research and would like the commissions support. She has already been in touch with Matt from the State and he is willing to help her out with any questions she may need. Graham feels there is enough integrity along S Boulevard that it should be considered and if we can have a successful nomination and if it can be listed on the register that adds legitimacy to the 5,000 signatures. That kind of awareness is what’s needed to show that there is support for preservation. Graham stated we need to find ways to show that we need ordinances or to identify local districts. Brent explained that local districts you can make your own rules. Graham said we still need to have buy in from the Council and Administration and there has to be ordinances tied to the local districts if there’s to be any level of protection. Rebecca asked where she should start. Graham said to define the boundaries and have a cohesive fabric wherever it’s mapped out. You have to justify the density of that fabric. Rebecca asked where the density is stipulated and asked if it was a Federal guideline. Brent told her the best place to start would be by talking to Matt with the State. Graham told her she could also look at Arial view from the City. Memorial for Stock Yard: Brent explained that Brad had asked him to speak with the HPC regarding the sale of the Stock Yards. The City has purchased the stock yards with the intent of building a new Police Station at this location and Brad would like the Commission to come up with a memorial to signify the importance of the stock yards. Hererchell suggested something like the Eagle at the library. Graham said he believes this is outside of the Commissions duties and responsibilities. Hereschell said that after plans have been made perhaps the Commission could look at them and make comments. Brent and Graham discussed that perhaps the Museum should take on this responsibility. Rachel agreed that it is not within this Commissions responsibilities. Brent said that these were all good suggestions and he will take them back to Brad. This year’s work program: Brent said the only grant money requested is for attendance to the Idaho Heritage Conference and for some administrative type grants. We had discussed looking at some specific buildings that we could focus on for nomination. He wanted to know if the Commission was still interested in doing this and to fine tune what the Commission wanted to do this year. Hereschell said that we had talked about Funland. Brent said that everyone was going to come up with some thoughts of what they wanted to do. He also asked if we would want to do those ourselves or look into hiring a consultant? Brent also suggested this year putting together an RFP and get that lined up and in place for next year’s grant proposals? Graham likes the idea of spending some time to focus on the language of an RFQ or RFP if we are asking for a fee based response. Brent asked if the Commission wants to step in and help Rebecca. Graham said that if the spine of Boulevard was the focus he believes that would be manageable for the Commission. Chris said he thinks that would be a good learning opportunity. Rebecca and Kim agreed. Rebecca will reach out to Matt and schedule a time for him to come talk to the Commission and take a walking tour to get pictures of the S Boulevard project. 2020 Walking Tour: Brent stated that Rachel, Graham and Carrie have gotten back to him with what they would like to see for the walking tour. Hereschell said it would be good to decide what properties everyone would like to take. Kim would like to take Kate Curley. Graham would like the St. Clair home and discussion of what was to the West. Brent said Carrie wanted Andersons. The Walking Tour is the fourth Saturday of June.
