Historic Preservation Commission

IDAHO FALLS HISTORIC PRESERVATION COMMISSION Regular Meeting Thursday, September 3, 2020 12:00 p.m., Annex Conference Room And WebEx Minutes Members Present: Carrie Athay (Chair), Rachel McMurtrey (Vice Chair), Christopher White, Hereschell Mynarcik, Kim Smith. Also Present: Current Planner Brent McLane and Don Dahl (Public) Meeting Called to Order: Carrie Athay called the meeting to order at 12:03 p.m. Minutes: Rachel and Christopher made a motion to approve the minutes from May 7, 2020. Carrie seconded the motion and it passed unanimously. Preservation Plan: Brent stated he has no updates on the preservation plan. It has been placed on hold due to it being so hectic at this time. Carrie stated she also has not been able to focus on this. Rachel had looked over the plan and will email out her comments to everyone. Carries stated this is a good idea and suggested everyone do this. Elections: Hereschell nominated Rachel to take over from Vice Chair to Chair with a second from Carrie. Carrie nominated Chis as Vice Chair with a second from Kim. The Commission voted unanimously for Rachel as new Chair and Chris as Vice Chair. Both Rachel and Chris accepted. Carrie stated that growing the Commission is important and challenged the Commission to find additional members. Roundtable: Carrie discussed her role on the board for the preservation of Funland. The City has been able to acquire the rides and land at Tautphaus Park. Carrie asked for any feedback she could take back to the board. General discussion regarding some original Funland rides was had. Brent asked if any discussion had occurred regarding grants for preservation. Carrie said she had mentioned that in the last meeting and they had not as it is very new and they have only had two meetings. Carries asked for any suggestions for grants. Brent said there is a preservation Idaho grant that may work and also suggested donations through other entities. Carrie would like to see the HPC involved in this preservation project and feels that this something that could have a real impact on the community. Carrie asked Brent to look into any grant opportunities. Brent informed the Commission that he is leaving the City of Idaho Falls and his last day will be September 16, 2020. He informed the Commission there will be someone able to take his place. Don Dahl, a member from the public, called into the meeting to share a notification of an undertaking that the INL is working on. NRF at the INL has a submarine first Westinghouse (S1W) prototype that was built at the INL in the early 1950’s and was the first propulsion for the USS Nautilus that was the first nuclear powered submarine. They are now in the process of demolishing this prototype and building where it was built. They have been in contact with the State Preservation Office for some time on this and have sent them a letter of adverse effect. Don wanted to reach out and give the Commission a heads up that information will be released and wanted to do a personal outreach. Brent said he usually starts applications for grants this time of year and wants the Commission to start looking at projects so applications can be filled out. Rachel asked if there are any grants available for education and outreach. Brent said they do provide funds for this as well as advertising and printing.
