Members Present: Christopher White (Vice Chair), Hereschell Mynarcik, Kim Smith, Rachel McMurtrey (Chair), Carrie
Athay
Also Present: CDS Assistant Director Kerry Beutler, Director Brad Cramer, Planner Anas Almassrahy, Planner Caitlin Long,
and from the Idaho Falls Airport Association; Steve Laflin, Steven Henderson and Thomas Hoff
Meeting Called to Order: Rachel called the meeting to order at 12:02 p.m.
Minutes: Christopher made a motion to approve the minutes from February 4, 2021. Kim seconded the motion and it
passed unanimously.
Introduction: Anas Almassrahy introduced himself as the newest Planner to join the City Planning team and stated he
has a background in urban planning.
Idaho Falls Airport Association: Steve Laflin is the president of the newly formed Idaho Falls Airport Association. He
discussed with the Commission the restoration of the Red Baron Hanger. He said from an architectural perspective, the
Reb Baron Hanger is the last log hanger still standing in the country. The Red Baron Hanger was built in 1938 and was
used as a commercial hanger for thirty (30) years. Since 1960, when the City built the new hanger, the Red Baron Hanger
has been rented and leased out. The Idaho Falls Airport Association would like the assistance of the HPC in any capacity
they can provide. The Commission discussed they would be willing to assist and help with a plan and suggested they
start with an inspection and verify there are no environmental issues or asbestos. The Commission asked to be kept in
the loop for this project.
Comprehensive Plan Project: Brad showed the Commission the website, imagineIF.city, where citizens can record a
memory regarding Idaho Falls. Carrie stated she doesn’t have the timeline for the Comprehensive Plan Project
completed yet. Rachel offered to assist her so they can get it completed. Heresch has been reading the Memphis
Comprehensive Plan and can see the similarities. Heresch, Rachel and Carrie will begin to work on phase 3.
Historic Preservation Plan: Rachel will send out the Historic Preservation Plan outline to everyone this week via email.
New Member Discussion: Brad has three appointments next week to interview Katie Seville, Julie Anglesey, and Tasha
Taylor for positions too fill the HPC. He invited any Commission members to join if they would like.
Roundtable: No further discussion was held.

Because Idaho will be in Stage 2 of Rebound Idaho which permits gatherings of 10 or less, the doors will be open to the
public. However, because social distancing is still required seating will be extremely limited and alternative methods of
participation are still highly encouraged. Idaho Falls believes in public participation and has identified at least three methods
of participation.
1. Email: Public comments may be shared with the Historic Preservation Commission via email at
kbeutler@idahofallsidaho.gov. Emails or other written testimony must be received no later than 11:00 a.m. on
the Thursday of the meeting.
2. Live Meeting Attendance: Members of the public wishing to participate in a live meeting that has been legally
noticed for this agenda may do so remotely through the WebEx meeting platform with a phone or a computer.
This platform will allow citizens to provide testimony at the appropriate time. Those desiring meeting access may
send a valid and accurate email address to apeterson@idahofallsidaho.gov no later than 11:00 a.m. on March 4th so

To assure completion of the agenda, the Chairperson may impose reasonable time limits on the statements and evidence given.
