IDAHO FALLS HISTORIC PRESERVATION COMMISSION Regular Meeting Thursday, June 3, 2021 12:00 p.m., Annex Conference Room And WebEx Minutes Members Present: Christopher White (Vice Chair), Julie Anglesey, Tasha Taylor, Katherine Heiser, Hereschell Mynarcik, Kim Smith, Carrie Athay Also Present: Anas Almassrahy (Planner), Caitlin Long (Planner), Drusilla Claspill (City Resident) Meeting Called to Order: Christopher called the meeting to order at 12:02 p.m. Minutes: Hereschell made a motion to approve the minutes from May 6, 2021. Kim seconded the motion and it passed unanimously. HPC Member Introduction: Each Commission, and staff member, introduced themselves with names and short background information. Update on the S1W Mitigation Discussion: Anas provided a quick update regarding the mitigation of the S1W naval reactor. He stated that he received a call from Don Dahl and Chris Henvit from the Naval Reactor Facility (NRF), asking if we had narrowed down any ideas and they are looking to work with HPC during the next three months to submit a Memorandum of Agreement to SHPO. They would like to see if they can work with the HPC proposal considering the budget they have. The S1W is a reactor that is going through demolition and they are considering the Cities input when it comes to the mitigation process. Anas provided a list of ideas from the meeting that was held with the HPC subcommittee.  To explore different options with the builder subdivision and how to preserve and commemorate the memory.  Documenting with oral history and photographs.  Other building outside of site.  Museum display. Don and Chris are looking for hard proposals within two to three months and would like to finalize by October. Hereschell suggested going to Idaho Falls Power and getting a brochure they had that contained history and pictures about the NRF and S1W. Stock Yard Update: Anas informed the HPC that he and Kerry Beutler, Jeremy Galbreath, Chris Canfield and Carrie Athay visited the site and have marked some artifacts for preservation. In addition, Kerry has asked Brian Stevens (a City Planner) to refine some of the ideas that were proposed with more detailed sketches prior to turning anything in to SHPO. Kerry hopes to submit the Memorandum of Agreement by the end of July. Katherine informed the Commission that Scott Thinnes, a City employee, came to her months ago regarding interior design and told her he scrapped some old wood and are planning to do a giant mural inside the Police Department. Carrie asked for his information. Carrie told the Commission that they tagged a number of items they think will make a good display outside of the building. National Register and Grant Opportunities for 615 Water St: Drusilla Claspill gave a brief history regarding the church at 615 Water. She informed the Commission they are trying to get the church on the register. She believes this churck would be worthy of consideration from a historical perspective. Drusilla said she has the application and would like the church to be noticed. Carrie informed Drusilla that the Commission would be happy to look at the application when completed. Tasha asked who looks at the application first. Carrie informed the Commission that the HPC will look at it first, then it goes to SHPO, and finally the National Park Service. Carrie stated that she will send out information on the procedures of getting a building on the national register. Roundtable: Hereschell shared that the Coltman House at 387 N Water are putting in aluminum windows. They are not doing anything historic. He believes we should look at this and make sure that anything on our brochure meets the parameters of the historical qualifications. Carrie said she will send out the website to the National Park Service website where you can read the qualifications. Carrie also asked that we supply the new members with an HPC binder so they can get a bit more information about the HPC. Carrie also informed the HPC that she has a meeting with Julie Brown Williams to talk about the Funland preservation and she will keep the HPC updated with any information. Anas told the Commission that he is working to submit an evaluation to SHPO and would like to work with a volunteer from the HPC. Chris White volunteered. Caitlin asked Hereschell if he was finished the timeline for the introduction of the Comprehensive Plan. Hereschell said it is not done yet, but he will get it. Hereschell asked about the Heritage Convention. Carrie said It is happening the last week of September in Pocatello and she will send a link.
