IDAHO FALLS HISTORIC PRESERVATION COMMISSION Regular Meeting Thursday, September 2, 2021 12:00 p.m., Annex Conference Room And WebEx Minutes Members Present: Christopher White (Vice Chair), Julie Anglesey, Tasha Taylor, Katherine Heiser, Kim Smith, Hereschell Mynarcik, Carrie Athay Also Present: Anas Almassrahy (Planner), Don Dahl (S1W – in person), Chris Henvit (S1W – on phone), Ashley Brown (SHPO – online) Meeting Called to Order: Christopher called the meeting to order at 12:02 p.m. Minutes: Tasha made a motion to approve the minutes from August 5, 2021. Hereschell seconded the motion and it passed unanimously. Update on the S1W Mitigation Discussion: • Educational session by Ashley Brown from SHPO. Ashley provided an introduction to SHPO and a Section 106 review. The National Historic Preservation Act of 1966 (NHPA) was established for the first time so that it would be a policy of the U.S. to preserve our nation’s history. It was largely a reaction to federal projects adversely affecting local communities and established State Historic Preservation Offices (SHPOs) in all stated by 1972. SHPO is funded by a grant through the National Park Service and has expertise in history, archaeology, architectural history and historic preservation (staff must meet 36 CFR Part 61 professional qualifications). SHPO’s core responsibilities are to manage the National Register of Historic Places Program for the State; maintain the inventory of historic properties; provide funding and technical assistance to Certified Local Governments; conduct Preservation Planning; administer federal tax incentives; and consult with Federal agencies under Sections 106 and 110 of the Act. Ashley then gave an overview of Section 106 and stated that NHPA is administered according to regulations at 36 CFR Part 800. The regulations delegate responsibilities to State Historic Preservation Offices (SHPOs) and Tribal Historic Preservation Offices (THPOs). And SHPO's role in the process is to advocate for historic preservation for the benefit of the citizens of Idaho. SHPOs role in Section 106 review and compliance are as follows: Initiate the process, identify historic properties, assess adverse effects, and resolve adverse effects.  Mitigation ideas by Don Dahl with the Naval Reactors Laboratory. Don informed the Commission that they had the following ideas for mitigation of the S1W: 1. HABS/HAER Documentation of the Prototype Facilities. 2. Collection and Donation of Historic Artifacts. 3. Development of Documentary. 4. Oral Histories 5. Creation and Installation of Informational Displays 6. Support for History Preservation Project Naval Reactors Laboratory Field Office (NRLFO) will support Idaho Falls City in a history preservation project related to the prototype training mission at NRF. NRLFO will provide funding, within budgetary availability, to assist Idaho Falls to perform a neighborhood study relating to historical development within Idaho Falls in support of the Navy/INL mission or NRLFO can assist Idaho Falls in developing a historical display within the city that commemorates the prototype training experience in Idaho and associated community support. 7. Commemorative Sections of S1W Prototype. Don asked if the city would support NRFLO in this history preservation project related to the prototype training mission at NRF, and if the HPC is in recognition and agreement with the principle to work with NRLFO? The Commission gave Don vocal consent. Idaho’s Heritage Conference: Anas informed the Commission that the Heritage Conference for this year had been canceled. Roundtable: No further discussion.
