IDAHO FALLS HISTORIC PRESERVATION COMMISSION Regular Meeting Thursday, April 7, 2022 12:00 p.m., Annex Conference Room And WebEx Minutes Members Present: Rachel McMurtrey (Chair), Chris White (Vice Chair), Julie Anglesey, Hereschell Mynarcik, Kim Smith, Tasha Taylor, Katherine Heiser Also Present: Anas Almassrahy (Planner) Meeting Called to Order: Chris called the meeting to order at 12:18 p.m. Minutes: Hereschell made a motion to approve the minutes from November 4, 2021. Tasha seconded the motion and it passed unanimously. Meeting Changes: Anas discussed moving the meetings to quarterly instead of monthly. The Commission had a discussion and decided to have HPC meetings bi-monthly instead. Anas will consult with the legal department and make sure there are no bylaws that need to be changed. Hereschell made a motion to hold HPC meetings Bi-monthly. Kim seconded the motion and it passed unanimously. Election of Officers: Hereschell nominated Chris for Chair. Rachel seconded the motion and it passed unanimously. Kim made a motion to nominated Julie for vice chair. Hereschell seconded the motion and it passed unanimously. Continuing Learning Sessions: Anas asked for feedback on future training sessions. The Commission had a discussion and decided to continue with the videos and classes that Anas forwards to them. Idaho’s Heritage Conference: Anas informed the Commission that the Idaho’s Heritage Conference is happening on September 19-22, 2022. The Commission is interested in attending. Ann Peterson will gather the information and send out an email with further registration details. Update on Current Projects: Anas informed the Commission that the Police station is moving along. The HPC will have a plaque with information regarding the historic nature of the police station. Kerry Beutler is working with Kerry Athay and Catherine Smith for wording of the plaque. There is no specific project, as of yet, for the S1W. Idea are still up in the air, and they would like the City and HPC to participate in the process. The Red Baron Hanger sought the support of preservation from the HPC and the City. The city, along with the Idaho Falls Airport Association, submitted a grant to the Idaho Heritage Trust. They awarded a $15,000 grant to help repair the roof of the Red Baron Hanger. The airport already fixed the roof so Anas is working with legal to see what else the grant could pay for. Christopher asked if the HPC could take a tour. Anas will see if he can arrange a tour. Roundtable: Hereschell asked about Compass Academy putting tours on the Idaho Falls website and putting together a living history. Anas asked Hereschell to take the lead on this project. Hereschell also stated that we lost a historical site. The wind blew over the Spud Theater in Driggs, Idaho. Anas passed the Comprehensive Plan around to the Commission. He informed them that it is online, and we will have a copy at the meetings each time. Meeting Adjourned at 12:50 p.m. Respectfully Submitted Ann Peterson, Recording Secretary

Emails or other written testimony must be received no later than 11:00 a.m. on the Thursday of the meeting. 2. Live Meeting Attendance: Members of the public wishing to participate in a live meeting that has been legally noticed for this agenda may do so remotely through the WebEx meeting platform with a phone or a computer. This platform will allow citizens to provide testimony at the appropriate time.
