IDAHO FALLS REDEVELOPMENT AGENC Y P.O. BOX 50220 IDAHO FALLS, ID 83405 December 17, 2020 Regular Meeting Minutes Council Chambers Call to Order: Lee Radford called the meeting to order at 12:00. Members Present: Lee Radford, Brent Thompson, Kirk Larsen, Thomas Halley, Chris Harvey, Dave Radford. Members Absent: Terri Gazdik Also Present: Brad Cramer; Ryan Armbruster Esq.; and interested citizens. 1. Modification to Agenda. None. 2. Approval of Minutes November 19, 2020. Armbruster had a minor change. Dave Radford moved to approve the Minutes for November 19, 2020, Larsen seconded the motion and it passed unanimously. 3. Approval of Expenditures and Finance Report. Lee Radford presented the Finance Report dated December 17, 2020. The following bills were presented to be paid from the Snake River Revenue Allocation Fund: Dr. Lee $13,994.24 for building; Bonneville County $10,659.78 for accumulated interest left over in the account; the following bills were presented to be paid from the River Commons Revenue Allocation Fund: Elam and Burke $1,089.25 for legal; Rebecca Thompson, $87.50 for transcription of minutes. Kirk Larsen moved to approve the Finance Report dated December 17, 2020, Thomas Halley seconded the motion. The Motion passed unanimously. 4. Approval of Professional Services Contract with Renee Magee. Radford stated that they are working getting a small urban renewal area that is targeted and limited in size and time and it requires new ways of doing things that are less expensive and timelier. Radford stated that they have done an analysis through the EPA grant, but that information still needs to go into an eligibility report that reviews the statutory criteria. They have talked with Magee about doing that. Cramer indicated that the agreement is straight forward, and it is preferred that the Agency not do it themselves and the City not perform it to keep the process clean. Cramer reached out to Magee initially because of her familiarity with the Agency, the property and someone that is an expert with the requirements. Cramer stated that the Agreement has some not to exceed amounts with $1,000 for the entire scope and reimbursable expenses up to $1200. Cramer stated that the one caveat that needs to be clear is because this is a first attempt at a small eligibility report, they are unsure of what the cost will be, and so if there is some room for flexibility if it goes over $1000 that request might come to the Board. Cramer stated that they have tried to make this as easy as possible, by creating a template that the consultant can follow and assemble the information requested in that template, and the staff at the City will be at Magee’s disposal for support. 1 Idaho Falls Redevelopment Agency December 17, 2020. Armbruster indicated that he put the Agreement together. Armbruster stated that Magee did some work in North Idaho this spring for another Agency. Dave Radford moved to approve the Professional Services Agreement as presented with any corrections that might be necessary, Brent Thompson seconded the motion. The motion passed unanimously. Dave Radford asked Magee about the work she is doing in Moscow. Magee indicated that she has completed an eligibility study for the City of Radford and has completed what started out as one eligibility study and ended up as two eligibility studies for the City of Chubbuck. Magee stated that this will be her 4th eligibility study. Magee stated that when she did the Chubbuck eligibility study there was open lands and so she spent part of the eligibility study discussing the comprehensive transportation plans for the area and did that so she could recommend that there was substantial impairment for sound growth of the community. Magee stated that if this is only 6 property owners, she will need to spend part of the eligibility study going and looking at the entire area and explaining so it sets the background for this small area, so its not seen as creating a district for every developer, and that context will be necessary in the eligibility report. Dave Radford indicated that the County had someone come to them and the County rejected it because it was open land and not blighted. Radford stated that the eligibility study should be done with an independent view of why this would rise to a need for urban renewal to give the County more of a comfortable feeling. Dave Radford supports this contract. Lee Radford stated that the Agency does the eligibility studies, and they have to put some discretion into whether a particular area is right to do this or not. Lee Radford feels that this area has no question as it has sat mostly vacant for years and no one could argue that it is not a blighted area. 5. RAI and Legislative Update. Armbruster reported that there have been no changes on the House side. Armbruster stated that the Senate side has a few changes. Armbruster reported the changes to the committees. Armbruster stated that the interim committee will have reform for three Bills, including: Budget Levy Limitation Bill; Uniform Accounting Transparency (extremely complicated); Limit Government Concerning its reserves. Armbruster reported that the session will Start January 2021. 6. Executive Session pursuant to Idaho Code 74-206(1)(c) to acquire an interest in real Property which is not owned by a public agency. Thompson moved to enter into Executive Session pursuant to Idaho Code 74-206(1)(c) to discuss the acquisition of an interest in real property which is not owned by a public agency, Halley seconded the motion. Radford called for roll call vote: Larsen, yes; Halley, yes; Thompson, yes; D. Radford, yes; Harvey, yes; L. Radford yes. The motion passed unanimously. Lee Radford declared the Agency out of Executive Session. Next Regular Meeting: January 21, 2021 Thomas Halley moved to adjourn the meeting, Dave Radford seconded the motion and it passed unanimously.
