The Idaho Falls Power Board of the City of Idaho Falls met Thursday, May 25, 2021, at the Idaho Falls
Power Energy Center, 140 S. Capital, Idaho Falls, Idaho at 1:00 p.m.
Call to Order, Roll Call, and Announcements:

Mayor Casper called the meeting to order at 1:05 p.m.
Industry Training and Discussion
GM Prairie explained the difference between organized versus bilateral markets, and the terminology for
Regional Transmission Operators (RTO), Independent System Operators (ISO), Energy Imbalance Markets
(EIM), Southwest Power Pool (SPP), Balancing Authorities (BA) and Renewable Energy Credits (REC).
Mayor Casper asked for clarification on what the responsibilities are of a BA. GM Prairie pointed out the
BA’s responsibilities and gave supply and demand examples. He reviewed the growth charts of the
ISO/RTO from 1996 to present. He explained what the SPP’s Energy Production by Fuel Type charts mean
and discussed their growth in responsibilities, which lead to a discussion on how the SPP arrives at an
energy balance. GM Prairie explained how Transmission Markets function and pointed out the value of
Transmission Services like with the SPP, where savings are passed to the customer. Mayor Casper stated,
that due to the loss of a quorum, the training will need to be continued in a future meeting.
There being no further business, the meeting adjourned at 2:19 p.m.
