APPROVAL OF MINUTES
February Minutes – With proposed typo corrections Jeff Forbes motioned to approve. Tom Hersh seconded. All in favor.
March Minutes - With D91 clarifications. Kerry Martin Motioned to approve. Tom Hersh seconded. All in favor.
PUBLIC COMMENT
None
Standing agenda item update: Scope of Work for Masterplan distributed to commission in May.
DIRECTORS REPORT –Greg A. Weitzel
Lisa Jones leaving P&R to work in purchasing department.
Heritage Park Ground Breaking in two weeks. All invited.
Zoo Education Center Ground Breaking May 10th. All invited.
Rodeo Social April 6th. All invited.
Tautphaus Park Zoological Society agreement going to Council for approval in the coming weeks.
New mountain bike trail at Ryder Park being proposed. Volunteers starting phase one end of April-first of May.
Discussion ensued. County spearheading another trail near Panorama Hills.
War memorial restorations are underway. Moving 21 brass plaques from the ground to the wall and refinishing bronze
work on Memorial Drive. Reworking lighting, replacing/repairing grout at the Vietnam Memorial in Freeman Park. The
marble tile for this memorial is no longer available. Working on long term plan for replacement. While The State of
Idaho installed the Memorial they do not assist the City will Maintenance funds (City budget $7,000.00 for all memorial
maintenance combined).
New playground being built at Freeman Park. Will be a community build on April 28th. All invited to participate.
DEPARTMENT REPORTS
Golf – Tim Reinke
Pinecrest opened March 21st. All courses now open.
Hole 17 at Pinecrest has been vandalized but other than that all courses in great shape.
USGA Agronomists speaking on July 17th at 8am. All invited.
Zoo – David Pennock
Zoo opens Saturday, April 7th. If commission members would like a tour contact David directly.
ZooMobile served 2687 people this year before closure for season.
Male lion euthanized due to chronic illness.
Pabu the sloth bear moving to Little Rock Arkansas for species survival plan.
Through Idaho Gives 2018 zoo is asking for funds to build a shade structure in the Camel habitat.
Over 50 volunteers helped with Zoo Clean-up Day.
Roger Street being closed to create new traffic flow around the Zoo Education Center build site.
Recreation – PJ Holm
May is National Bike Month. Opening Social May 3rd at Snake River Landing. Mayors’ Bike Ride May 14th
McCowin Park to Community Park. Ride of Silence TBA.
Spring/Summer Guide done. Will distribute at next meeting.
53/10grants written for curb cuts on canal trails to increase access to disabled and elderly.
Weight room is closed due to flooding from roof leaks. Getting bids to repair. Mold found in process.
Innovative Therapeutic Riding Program seeking help from Recreation to continue program due to loss of
previous facility.
Earthday, 4th of July, Farmers Market planning all underway.
Sports, Aquatic Center and Ice Arena general updates.
Parks/Cemeteries – Brent Martin/Ronnie Campbell
Banner updates. Lights/poles being changed by IF power. Will need to find alternate locations for banner
brackets.
Putting new roof on shop at Noise Park.
Restoring the Pump house on Yellowstone.
New signage at Dog Park being installed to help with dog sizing issues.
Broken granite at skate park being replaced with steel for durability.
Prepping all sports fields and repairing sprinklers.
Curtis Holms Passed away. He will be deeply missed by all at Parks and Rec.
ADA compliance work being done at various facilities.

BONNEVILLE COUNTY – Dave Radford (Absent)
No Report.
GOLF ADVISORY BOARD – Tom Hersh
As per Ordinance – “A voting Commission member may be removed from the Commission following two (2)
consecutive absences which are not excused by the Chair, or where a voting member is absent from more than
two (2) Commission Meetings in any calendar year. Following either of these occurrences, the Chair may
request that the Mayor remove such Commission member (Ord. 3026, 9-24-15)”
Please stress to all members how important attendance is for all Parks and Recreation Commission members.
Everyone is busy especially on Monday’s. Be respectful to the Commission as a whole.
Tim Reinke and crew have done an amazing job completing the 5 Year Business Plan. For future plans it is
imperative to prioritize the irrigation/sprinkling systems at Pinecrest and Sand Creek. That will be key to keeping
the courses viable. Upgrades will free up 2 city wells and conserve vast quantities of potable water.
GAB stressing good cart etiquette and reminding people to not bring in their own food/drinks.
Idaho Falls has the largest Men’s Golf Association in Idaho.
SCHOOL DISTRICT 91 – Kerry Martin
East Idaho Tennis Invitational has doubled in size this year. Will be held April 13-14.
State 4A Baseball May 17-19 at Melaleuca Field.
State 5A Soccer here in 2019. Need to look at aesthetics of fields not just turf.
SCHOOL DISTRICT 93 – Wendy Johnson
Continued meetings with PJ - working on swimming issues.
Thanks to Brent and crew for help maintain fields.
New Jr. High coming bond passed.
SHADE TREE COMMITTEE – Matt Hill
Mayor was in attendance last meeting. They loved having her.
Thank you to Forestry for taking down the tree near the roundabout on river walk. Was getting dangerous.
Looking for alternatives to replace the tree planter on Holmes and 25th. In very bad shape.
Arbor activity planning in the works. Details TBA at a later date.
