PARKS & RECREATION COMMISSION MEETING NOVEMBER 2, 2020 WEBEX MEETING 12:00 Noon Members in Attendance: B. Lee, J. Forbes, B. Combo, M. Hill, C. White, J. Francis, H. Pettingill, D. Pennock, C. Combo called the meeting to order at 12:05. APPROVAL OF MINUTES The October 5, 2020 minutes were tabled as there was no quorum. DIRECTOR’S REPORT – P. Holm P. Holm reported on the following:  Review of our Mission Statement, Vision Statement, and Core Values.  He updated the Commission on the items that will go to work and council meetings including the Pinecrest irrigation loan and the War Bonnet Association Agreement.  He is working on the Land and Water Conservation compliance. It was discussed and agreed upon by the commission members to have this issue on the agenda monthly to make headway on this. It was also agreed that there will be a separate meeting on this issue alone.  Impact Fees were discussed and explained. This is a discussion that the director will take to a work session. It could help raise money for new development and growth, but the funds would not be able to be used for maintenance or staffing on new developments.  Splash Pad Update. The RFP’s are being finalized and the plan is to have them out by December and then be able to award a bid by January.  The Pinecrest Golf Course and the water from Idaho Irrigation Co.  We purchased a used sprayer for Sand Creek Golf Course.   There has been a Covid outbreak in the Parks Department that will hurt us for the next couple of weeks.  Dog Park update: There will be a ribbon cutting in April 2021 with the Maeck Foundation and all the Commissioners will be invited.  He discussed the funding available for subcontracting some of the maintenance of the City right-a-ways.  The canal signage needs implemented for the canal trails. We are working with the irrigation district on this project.  The Parks and Recreation Department will be maintaining the new US 20/I15 interchange. It will be built late 2021. This will be a large area for Parks and Recreation maintenance especially with snow removal.  There was a Covid outbreak at the Aquatic Center and it was difficult to cover shifts.  The ice arena opened a month ago and we are working on upgrades for the air movement in the main arena.  The Zoo had their last day of the season on October 2nd. He also advised that the Operation Manager Linda Beard plans to retire in the next few months after forty years.  The Recreation Plan was discussed. We will begin prioritizing the plan in which Pro’s Consulting recommended six big moves to shape our plan’s road map. We will have to begin by breaking our plan into categories such as trails, aquatics, maintaining what we have, and sports and tournaments. He discussed breaking our commission into sub committees. The goal of the sub committees would be to help explore potential leads that staff haven’t yet seen. The sub committees would also represent and research each category.  He discussed a future multi-generational community center. We would first have to develop a business plan that would show how big this facility would need to be, the cost to build it, what to charge users, how many members and partners would be needed, and the amenities that would be included. The Commissioners agreed that this issue should be placed on the agenda at least every other month if not more often. Staff and Committee reports M. Hill – Shade Tree Committee  M. Hill advised that the Shade Tree Committee had to cancel their last meeting due to Covid. Meeting adjourned at 1:26 PM.
