PARKS & RECREATION COMMISSION MEETING May 2nd, 2022 Maeck Education Center 12:00 Noon Members in Attendance: B. Combo, B. Nitschke, T. Hersh, R. Foote, C. White, J. Freeman, J. Walker, P. Holm, D. Pennock, C. Horsley, R. Campbell Members Not in Attendance: M. Hill, W. Johnson, P. Lloyd, B. Lee Call to Order – B. Combo B. Combo called the meeting to order at 12:05 pm. Approval of Minutes T. Hersh moved to approve the April 4th minutes. B. Nitschke seconded. All in favor. Director’s Report – P. Holm P. Holm reported on the following: • P. Holm reported that the Airport Director, Rick Cloutier, was unable to attend to discuss FAA requirements regarding the soccer complex property. There was board discussion on the matter. Upcoming Dates/Events Council Considerations • Impact Fee adoption will be considered at the City Council meeting on May 12th. • An Arbor Day Celebration will be held May 10th at 9 am at Reinhart Park. • The Splash Pad Ribbon Cutting and Grand Opening will be held on May 31st at noon in Reinhart Park. • The Parks and Recreation Department will have a Funland float, War Bonnet horse riders and a War Bonnet wrapped truck in the 4th of July parade. • Area trees issues and concerns will be presented at a City Council Work Session soon. Projects the Parks and Recreation Department is Working on Now • The Dehumidification Replacement Project at the Aquatic Center. • The Recreation Sponsorship Program being headed up by Superintendent Chris Horsley. The multitude of sponsorship opportunities being offered to groups or private citizens will help the Parks and Recreation Department right size the Recreation Fund. • Partnering with the Bonneville Youth Soccer League in obtaining portable goals for the soccer complex. • Heritage Park Landscaping and Irrigation Project. • The Skyline Tennis Court Replacement Project which will begin in June or July. • Sunnyside Park Irrigation Replacement Project. • Sunnyside Park Playground Replacement Project. • The Liberty Park Playground Build. • Bentonite Installation Project at the Ryder Park ponds. • Lighting replacement and repairs in Tautphaus Park. • Deck repairs at Jensen’s Overlook and Japanese Garden. • Skate Light replacement at Compass Academy skatepark. • Sunken Diamond Road Construction Project. • The niche wall in Rose Hill Cemetery. • The Funland Restoration Project. • Adventure Island at the zoo. Department Update – Projects, Programs, Policy, Concerns • Airport ownership of Old Butte Soccer Complex and Esquire Park. • The City Council is considering selling the property east of Pinecrest Golf Course. • Impact Fees being adopted by City Council on May 12th. • Issues regarding the canal trail south of Sunnyside Road. • Naming rights for Sandy Downs being considered between the Bank of Idaho and Parks and Recreation. • The Land and Water Conservation Fund conversion property. Upcoming Budget Priorities – Needs, Concerns, Wishes, and Requests • Retain maintenance funds for lighting, irrigation, playgrounds, and roads ($400,000). • Tautphaus Park Tennis Court Renovation ($300,000). • TAP Grant project funding ($500,000 with $465.000 being reimbursed). • Heritage Park funding ($250,000). • Excavator for our Landscape Superintendent ($60,000, but we will sell a dozer for $40,000). Golf Advisory Committee Report - T. Hersh T. Hersh reported on the following: • The Pinecrest Irrigation System is up and running after a few minor glitches that have been fixed. • The revenues from the three golf courses are ahead of schedule compared to their budgets. • Pinecrest Golf Course hired a new assistant to Superintendent Mark Spraktes to replace Don Frongner who retired last month.
