PARKS & RECREATION COMMISSION MEETING September 12th, 2022 Maeck Education Center 12:00 Noon Members in Attendance: B. Combo, B. Nitschke, M. Hill, D. Pennock, P. Holm, C. White Members Not in Attendance: B. Lee, T. Hersh, J. Walker, R. Foote, R. Campbell, C. Horsley, P. Lloyd Call to Order – B. Combo B. Combo called the meeting to order at 12:07 pm. Approval of Minutes • The July 11th minutes were tabled due to lack of a quorum. Director’s Report – P. Holm P. Holm reported on the following: Calendar – Upcoming Dates/Events/Travel • The resolution to adopt changes to the Connecting our Community Plan map will go to the October 11th City Council work session and then to the City Council meeting on October 13th for approval. • The Park Curfew Ordinance will go to the City Council meeting on October 13th. Department Update – Projects, Programs, Policy, Concerns • The War Bonnet Round Up exceeded last year’s revenue. • There will be some changes to our contracted professionals in the War Bonnet Round Up. • Parks and Recreation was approached by a company interested in a tubing hill in Heritage Park. There was a group discussion and a consensus that a more fitting location needs to be found. • Public Works approached the Department about wanting to build a storm retention pond in Poitevin Park. In exchange, they would fund an irrigation system. The commissioners were generally supportive of the concept but would like more information.  • The BMX State Championship was held at Sandy Downs. The BMX community may be able to host nationals here in the next couple of years. • Discussion on the 40-acre soccer field and how to go forward. Do we expand at Old Butte, or should all efforts be made to have an all-encompassing sports facility at Sandy Downs? There was a recent meeting with an area former MLB player who is interested in getting behind the Sandy Downs Complex project. • The Ryder Park Bike Park. The bike park is being maintained 100% by the club. The bike park’s location and future projects in proximity to the ponds and whether it is befitting to the area was discussed. P. Holm will get more information on the future project for the commissioners. Projects – Schedules, Updates, Delays, Budgets • Shadow’s Park is complete and there will be a ribbon cutting Wednesday, September 13th at 3pm. • The Sunnyside Park playground has been completed. The slide was defective and a new one has been ordered. • The Sunnyside Park main line, and eastside irrigation is being installed. • Thanks to IFYHA, Idaho Spud Kings, Adult Hockey, and IFFSC for contributing to the Ice Arena insulation and interior siding. This will help us open the facility earlier and stay open later despite weather conditions. • The Sunken Diamond Road Construction project is underway. • Bentonite has been applied to Ryder Park Pond #2. Landscaping is being done to increase safety and beautify the area. • Heritage Park work continues, and the following projects are underway or finished: Culinary water is being run to areas where drinking fountains will be placed. The irrigation main line was installed. An asphalt pathway has been completed. • Funland Restorations projects are numerous and ongoing. Budget Items Budgeted Highlights for 2023: • One new FTE for canal banks and trail maintenance. • $77,000 for Hawk Pathway Sweeper • $250,000 to realign and widen N. Park Road in Tautphaus Park. • $350,000 to rebuild the Tautphaus Park Tennis Courts. • $140,000 for a CAT 310 excavator. • $140,000 for a new tractor for aeration. • $300,000 for site conversion (Soccer fields, Sandy Downs, LWCF). Budget ARPA Funded Projects • $150,000 for Funland at the Zoo. • $200,000 for an ADA restroom. • $100,000 for Park Restrooms.
