MEMBERS PRESENT: Commissioners Joanne Denney, Lindsey Romankiw, Arnold Cantu,
Natalie Black, Gene Hicks, George Morrison, Brent Dixon.
MEMBERS ABSENT: Margaret Wimborne, George Swaney
ALSO PRESENT: Director Brad Cramer, Assistant Planning Directors Kerry Beutler
SPECIAL MEETING:
A discussion was held regarding the reason, use and function of Webex meetings. Cramer
explained that the Governor has issued a proclamation suspending the rule that doors need to be
unlocked for public hearings. Because of this, Webex will be the method for meetings for the
next one to two P & Z meetings. Cramer explained how a hearing will work via phone and
Webex and what the board’s role will be during the meetings.
Cramer gave CDS project updates to the board. He explained things have yet to slow down for
applications. What is slowing down are inspection requests from the building side. Cramer
would like to keep things moving as much as possible so when COVID-19 bans are lifted
business can resume as usual. Some internal projects that are being worked on, in conjunction
with outside consultants, have been delayed until we know what will happen with the Corona
virus.
A question was asked if City Council had discussed the Colorado trip. Cramer stated that is was
not as Jim Francis, a City Council member, wanted to wait until there was a solid message. The
team that went to Colorado met as a housing group and is currently working on a plan to take to
City Council. Members of the housing group have met with different groups in the area and have
asked questions regarding what type of housing they would feel comfortable having in their
neighborhood. The board discussed the Form Based Code and the style and landscaping
requirements of multi-family housing in the area.

procedures varies with the purpose and subject of the agenda item; therefore, the Chair may exercise discretion in deciding if and
when to allow public comment during the course of the proceedings and limitations may be placed on the time allowed for

Out of an abundance of caution with recent developments associated with the COVID-19 virus and in an effort to
try and follow public health guidance in limiting the number of gatherings with 10 people or more the City is
providing different ways of participating in the hearing process and encouraging people to avoid attending the
hearing in person.
