Revenue and Expenditure Report (July 2022) In accordance with Article VI, Section 4 (H) of the Charter of the City of Indian Harbour Beach, a copy of the Revenue and Expenditure Report for the period ending August 31, 2022, is attached. This report reflects fiscal year-to-date revenue receipts of 95.17% (excluding budgeted use of fund balance), expenditures of 88.42% (through 91.67% of the budget year), and a fiscal year to date deficit of $509,754.72. The reader should note the FY22 Amended Budget is based on $1,300,641 use of fund balance to off-set the cost of the construction of the new Police Department building. 2. Lowe’s Parking Lot Light Spillage Follow-up On September 20th, the owner’s representative notified staff they are in the process of procuring shields for all lights spilling onto the beach. Hence, unless otherwise directed by Council, staff will not pursue amending the Code to address this issue. 3. Property Appraiser’s Office Correspondence Staff received the attached correspondence from the Property Appraiser’s Office proposing joint ARPA funding for an upgrade to their GIS infrastructure. IHB proposed cost is $3,795.35 to $4,337.54. Staff will provide additional information when said documentation becomes available. Background Information: Florida Statutes Section 163.3177(3)(b), requires the City’s Five Year Capital Improvement Program of the Capital Improvements Element (CIE) be updated annually. All local governments are required to include a Capital Improvements Element (CIE) in the Comprehensive Plan that considers the need for and location of public facilities and provides “a component that outlines principles for construction, extension, or increase in capacity of public facilities, as well as a component that outlines principles for correcting existing public facility deficiencies, which are necessary to implement the comprehensive plan.” The planning period for this element is five years. Included in this agenda is a copy of the ordinance and exhibit as provided by Mr. Jim LaRue, the City’s Planning and Zoning Consultant. The reader should note, the budgetary data contained within the exhibit was developed prior to staff developing the FY 2022- 2023 Proposed Budget. Staff Recommendation: Conduct the second public hearing on the tentative operating millage rate for Fiscal Year 2022-2023 and adopt Ordinance No. 2022-10. The City Council shall conduct the public hearing and adopt Ordinance No. 2022-10 adopting the FY 2022-2023 millage rate prior to the public hearing and adoption of Ordinance No. 2022-11 that will adopt the FY 2022-2023 Annual Budget. Background Information: Two public hearings are required by state law to adopt a millage rate and budget by taxing authorities levying a millage rate. The first public hearing was held on Tuesday, September 13, 2022. Two ordinances were introduced with respect to the adoption of the proposed FY 2022- 2023 budget; one adopting the tentative millage rate for the operation of the City and one adopting the tentative budget. A third ordinance was for an amended Fiscal Year 2021- 2022 Annual Operating Budget. The tentative operating millage rate, 5.5628, is 9.90% above the rolled back rate (revenue neutral) of 5.0617 mils. This proposed tentative Operating Millage Rate yields $611,311 in additional net property tax revenue to fund recurring expenses. Re-appoint David Brock and Katie Brochu as the City’s appointments to the Indian Harbour Beach Municipal Police Officers’ Retirement Trust Fund Board of Trustees to a two-year term expiring September 30, 2024. Background Information: In May 1980, the City of Indian Harbour Beach created the Indian Harbour Beach Police Officers’ Retirement System in conformance with Chapter 185 of Florida Statutes. Chapter 185 requires the establishment of a Municipal Police Officers’ Retirement Trust Fund where revenues for funding the retirement plan are placed. The administration of the Trust Fund is by a five-member Board of Trustees. The membership of the board of trustees is as follows: • Two members appointed by the legislative body of the municipality that must be legal residents of the city. • Two members elected by the majority of the active police officers who are members of the retirement plan. • One member chosen by the four members cited above ratified as a ministerial duty by the legislative body of the municipality. Mr. David Brock and Ms. Katie Brochu serve as the city’s appointees to the Indian Harbour Beach Board of Trustees. Chief David Butler and Sergeant Shadrack Carter serve as the Police Officers appointees. At the September 15, 2022 Pension Board of Trustees meeting the board re-appointed Mr. John Breitfellar as the joint appointee to the board. These members will serve two year terms expiring September 30, 2024.
