(321) 773-5080 (Fax) FY 25-29 Capital Improvement Plan VVorKshop April 23, 2024 CALL TO ORDt:K Deputy Mayor Frank Guertin called the FY 25-29 Capital Improvement Plan Workshop to order at 5:30 p.m. In attendance were Deputy Mayor Frank Guertin, Council Member Hamilton Boone, Council Member Adam Dyer and Council Member Shauna Hume. Mayor Scott Nickle was absent. City Manager John W. Coffey, ICMA-CM, City Clerk Sue Frank, Public Works Director Todd Scaldo, Recreation Director Kristin Cusimano, Building Official David Wiles, IT Director Dominic Hamilton, Deputy Police Chief Ralph Garcia, Comptroller Michelle Toms. Fire Chief David Lewis and Management Analyst Orrie Covert were also in attendance. Coffey, ICMA-CM gave a presentation on the FY25-29 Capital Improvement Plan. The discussion included the fo!101,ving : • Raise the stormwater assessment to $6 .00 per month. • ARPA funds need to be used to improve the Algonquin Sports Complex. • Start replacing playground the old equipment with equipment made with composite material. • Start replacing the fire department gear. If the gear is more than 10 year's old , it cannot be used at an active fire. • Discussion on whether or not to add new paved paths in Gleason Park. • Is there a need for a new ladder truck? Having a ladder truck helps with the ISO rating. • The School Road swale should be cleaned out. PUBLIC FORUM There were no speakers. The consensus of Council was to hold the closed door meeting to discuss pending litigation on the Telemar lawsuit at 6:00 p.m. on June 11, 2024. City Attorney Bohne also gave an update on the Form 6 litigation and stated an injunction is anticipated . Council Comments The consensus of Council was to move the scheduled Fiscal Year 25 fee schedule and enhanced employee benefits workshop from June 11, 2024 at 5:30 p.m. to July 9, 2024 at 5:30 p.m . Council Member Hume made a motion to cancel the May 28, 2024 Council meeting, seconded by Council Member Dyer - motion carried 4-0. No. 2024-01 - Mid-year budget amendment City Manager Coffey read the title of Ordinance No. 2024-01. ORDINANCE NO. 2024-01 AN ORDINANCE AMENDING BUDGET ORDINANCE NO. 2023-08 FOR FISCAL YEAR OCTOBER 1, 2023 THROUGH SEPTEMBER 30, 2024 BY CHANGING CERTAIN AMOUNTS SHOWN AS ANTICIPATED OPERATING EXPENDITURES RESULTING IN AN OVERALL INCREASE OF $186,366 IN GENERAL FUND AND AN INCREASE OF $44,691 IN STORMWATER FUND; PROVIDING FOR SEVERABILITY AND AN EFFECTIVE DATE Regular Council Meeting Minutes April 23, 2024 Page 4 Motion made by Council Member Dyer to approve on first reading Ordinance No. 2024- 01 increasing revenues and expenditures within the General Fund and Stormwater Utility Fund, seconded by Council Member Boone - motion carried 4-0 . Electric bicycles on City streets and sidewalks Motion made by Council Member Dyer to hold a workshop to discuss the use of electric bicycles ridden by children on City streets and sidewalks, seconded by Council Member Boone - motion carried 4-0. ADA compliant door opener at City Hall Motion made by Council Member Boone to hire an architect to look at options, including cost estimates, to install a powered ADA compliant door opener at the front of City Hall, seconded by Council Member Dyer - motion carried 3-1 with Council Member Hume opposing. Tree Preservation Board membership Motion made by Council Member Dyer to accept the resignation of Ms. Lu Crews from the Tree Preservation Board, seconded by Council Member Hume - motion carried 4-0. Motion made by Council Member Oyer to appoint Ms. Patricia Ferguson to the unexpired voting member position of the Tree Preservation Board, and authorized staff to solicit for resumes for the newly created vacant alternate position, seconded by Council Member Boone - motion carried 4-0. Fire Station renovations/repairs Motion made by Council Member Hume to authorize the use of up to $50,000.00 in City Manager's Contingency to fund needed repairs & renovations at Fire Station #56 to include a new roof, updates to the office and bathroom, seconded by Council Member Dyer - motion carried 4-0 .
