(321 ) 773-5080 (Fax) Fee Schedule and Employee Benefits Workshop & Regular City Council Meeting July 9, 2024 Fee Schedule and Employee Benefits Workshop CALL TO ORDER Mayor Scott Nickle called the fee schedule and employee benefits workshop to order at 5:30 p.m. PLEDGE OF ALLEGIANCE FOLLOWED BY A MOMENT OF SILENT MEDITATION Mayor Nickle led the Pledge of Allegiance, followed by a moment of silent meditation. ROLL CALL City Clerk Sue Frank called roll call. Mayor Scott Nickle - present Deputy Mayor Frank Guertin - present Council Member Hamilton Boone - present Council Member Shauna Hume - present Council Member Adam Dyer - present City Manager John W. Coffey, ICMA-CM was also in attendance. EXCUSAL OF COUNCIL MEMBERS N/A Fee Schedule & Employee Benefits Workshop & Regular Council Meeting Minutes July 9, 2024 Page 2 ADDITIONS, DELETIONS OR CHANGES TO THE AGENDA, IF ANY N/A Review of Fee Schedule Discussion included raising various rental fees in the Recreation Department, and some building permit fees that had not been raised since 2011 . There was also discussion on raising the vacation rental fees. Enhanced Employee Benefits Proposal Council discussed the City's need in being more competitive with our wages and benefits and the proposal was a step in the right direction . PUBLIC COMMENTS There were no comments from the public. ADJOURN Motion to adjourn at 6:23 p.m. was made by Deputy Mayor Guertin, seconded by Council Member Boone - motion carried 5-0. There was a 35-minute break before the Council Meeting. EXCUSAL OF COUNCIL MEMBERS N/A ADDITIONS, DELETIONS OR CHANGES TO THE AGENDA, IF ANY N/A PRESENTATIONS/PROCLAMATIONS/INTRODUCTIONS Indian Harbour Beach Voiunteer Fire Department Corporation Tom Knowlton, Assistant Fire Chief and Treasurer of the Volunteer Fire Department Corporation, presented a donation from the Corporation in the amount of $200,000 to the City to go towards the purchase of the new fire truck. FY23 Audit presentation The consensus of Council was to table the FY 23 audit presentation from Berman Hopkins CPA's and Associates LLP until the July 23, 2024 meeting. APPROVAL OF MINUTES Motion made by Council Member Dyer to accept the Beach Parking Workshop minutes from June 17, 2024 as presented, seconded by Deputy Mayor Guertin - motion carried 5-0. Motion made by Deputy Mayor Guertin to accept the e-bike Workshop and Regular Council meeting minutes from June 25, 2024 as presented, seconded by Council Member Boone - motion carried 5-0. REPORTS City Manager's Report ACTION ITEMS Paid Beach Parking Survey The consensus of Council was to approve the draft paid beach parking survey to be sent to residents for input. Fee Schedule & Employee Benefits Workshop & Regula r Council Meeting Minutes July 9, 2024 Page 4 Shade meeting for Council direction regarding collective bargaining negations with Fraternal Order of Police The consensus of Council was to have a shade meeting on July 23, 2024 at 6:00 p.m. to discuss a tentative agreement with the Fraternal Order of Police (FOP) for a new three­ year agreement. INFORMATIONAL ITEMS • South Beaches Coalition lnterlocal Agreement with the Space Coast Transportation Planning Organization (SCTPO) • Pool cell stack replacement • Fire Station Roof Replacement update • Tree Preservation Board Recommendation • 2024 Legislative Tracker • Gleason Park Restroom Project update • Tentative Agenda Items for the Next City Council Meeting • FY23 audit presentation • First reading of Ordinance 2024-03 to amend the noise ordinance since it was tabled at this meeting • Adoption of FY25 tentative millage rate • Memorandum of Understanding between the Cities of Indian Harbour Beach and Satellite Beach regarding the future muck removal project. City Attorney's Report City Attorney Bohne reported to Council that Telemar Marina agreed to pay $15,000 settlement regarding the filed liens. Council Comments Deputy Mayor Guertin thanked the City Manager for the birthday card he received. He also stated he attended the Space Coast League of Cities dinner that was hosted by the City. Special guests at the dinner included Senator Debbie Mayfield, Representative Randy Fine and Florida League of Cities Sr. Legislative Advocate Jeff Branch. Council Member Boone stated there would be a new traffic signal relating to right turns at South Patrick Drive and Eau Gallie Blvd. Council Member Hume asked about where the gopher tortoises from Gleason Park would be relocated . Council Member Dyer stated the Space Coast League of Cities dinner went very well. He also stated that he had received good feedback regarding the livestreaming of Council meetings. Mayor Nickle stated the Space Coast League of Cities dinner was well done. UNFINISHED BUSINESS N/A NEW BUSINESS 1st reading of Ord. No. 2024-03 - Noise ordinance Mayor Nickle read the title of Ordinance No. 2024-03. ORDINANCE NO. 2024-03 AN ORDINANCE OF THE CITY OF INDIAN HARBOUR BEACH, BREVARD COUNTY, FLORIDA AMENDING CHAPTER 8, ARTICLE II NOISE STANDARDS AND REGULATIONS; PROVIDING FOR SEVERABILITY, REPEAL, CODiFICATION AND AN EFFECTIVE DATE The following people spoke: Jane Lee, Lancha Circle Denise Lambert, Lancha Circle Rodger Meiner, Lancha Circle Jason Sipes, 1940 Highway A1A Angela Hill, Lancha Circle John Kevin Dunlevy, Lancha Circle Brynn Brito , E. Strawbridge Ave, Melbourne Motion made by Council Member Hume to table the first reading of Ordinance No. 2024-03 until the July 23, 2024 meeting. After additional discussion, the Mayor called for a recess at 8:43 p.m. The Mayor reconvened the meeting at 8:50. The motion made by Council Member Hume was seconded by Council Member Boone - motion carried 5-0. Approval of the ranking of the firms for Engineering Services to design the Algonquin Sports Complex Baffle Box Project (RFQ #2024-01) and authorize staff to begin negotiations with the top ranked firm Motion made by Council Member Dyer to approve Infrastructure Solutions Services , LLC as the top ranked firm and authorize staff to begin negotiations with the firm , seconded by Council Member Hume - motion carried 5-0.
