Background Information: The City owns and operates two beach parks with a combined 67 vehicular parking spots: Millennium 27 total spots Bicentennial 40 total parking spots The City Council previously discussed the issue of beach parking on March 26th and June 17th. Staff met personally with representatives of the following jurisdictions to gain insight and data regarding their paid beach parking programs:  Town of Melbourne Beach  Town of Indialantic  City of Satellite Beach While the data collection and analysis indicate all three municipalities generate considerable revenue from their paid parking programs, the number of parking spaces in these municipalities is vastly more than the 67 total spaces in IHB beach parks. Staff will present a concise presentation at the workshop highlighting the three programs.  8/29/2024 Indian Harbour Beach Paid Parking Analysis Chief David Butler Management Analyst Orrie Covert September 3, 2024 Summary of Presentation • Will provide a overview to include a revenue/expenditure review of paid parking of a neighboring cities. • Provide a financial estimate of the initial cost and projected revenue of paid parking for Indian Harbour Beach. • Potential options for consideration. 1  8/29/2024 City on Indialantic • They do have paid beach, park and street parking. • City Residents must pay annual parking pass • Fee $3.50 per hour/$40.00 Annual Pass (Sticker) • 494 parking spaces • Revenue generated is approximately $700K. • Expenditures on program is approximately $145K. • This equates to $555K or $1100 per space of positive revenue. City of Melbourne Beach • They have paid parking for beach parking and city parks. • City Residents‐ Free Parking ‐must register at City Hall/Sticker • Fee $2.50 per hour/$100.00 annual pass • 290 parking spaces (Beach and Park) • Start up cost was less than 20K • Revenue generated is approximately $190K. • Expenditures on program is approximately $8K. • This equates to $182K or $628 per space of net revenue. 2  8/29/2024 City of Satellite Beach • They have paid parking at Beaches Only. • City Resident‐free, must register vehicle via 3rd party vendor. • Fee $2.50 per hour/$10.00 per day/$75.00 non resident annual pass • 290 parking spaces • Registration and enforcement by PCI Municipal Management • Revenue generated is approximately $300K. • Expenditures on program (start up costs) is approximately $30K. • This equates to $270K or $931 per space of net revenue • City is working with Vendors to implement ticketing system Indian Harbour Beach‐Beach Parking Financial Review • 67 Parking Spaces (59 Usable) •Start Up Cost should be less than 30K •Potential Revenue generated up to 37K. • Expenditures on program is approximately $8K. 3  8/29/2024 Staff Recommendations • Option 1‐Satellite Beach/Indialantic Hybrid Model • Use Vendor (PCI) for program management/enforcement without booting/just issuing citations. • Citations will be run through County Court to ensure payment • Option 2‐ Reserving Space for IHB Citizens • Half all parking space at beach parks reserved for IHB Citizens • Citation issued by IHB Police Officers • Use County Court/DMV Model to ensure fine payment Indian Harbour Beach Paid Parking ‐Questions ‐Comments 4
