(321) 773-5080 (Fax) Regular City Council Meeting March 11, 2025 CALL TO ORDER Mayor Scott Nickle called the meeting to order at 7:00 p.m. PLEDGE OF ALLEGIANCE FOLLOWED BY A MOMENT OF SILENT MEDrTATION Mayor Nickle led the Pledge of Allegiance, followed by a moment of silent meditation. ROLL CALL City Clerk Sue Frank called roll call. Mayor Scott Nickle - present Deputy Mayor Frank Guertin - present Council Member Adam Dyer - present Council Member Susan Ruimy - present City Manager John Coffey was also in attendance. EXCUSAL OF COUNCIL MEMBERS NIA ADDITIONS, DELETIONS OR CHANGES TO THE AGENDA, IF ANY NIA APPROVAL OF MINUTES Motion made by Deputy Mayor Guertin to approve the Regular Council Meeting minutes from February 25, 2025 as presented, seconded by Council Member Dyer - motion carried 4-0. Motion made by Council Member Dyer to approve the FY26 Budget kickoff workshop minutes from March 4, 2025, seconded by Deputy Mayor Guertin - motion carried 4-0. Regular Council Meeting Minutes March 11, 2025 Page 2 SWEAR IN APPOINTED COUNCIL MEMBER Resignation of Planning and Zoning Board Member Motion made by Deputy Mayor Guertin to accept the resignation of alternate Planning and Zoning Board Member David Nutt and authorize staff to advertise the vacant Planning and Zoning Board member position, seconded by Council Member Ruimy - motion carried 4-0. Swear-in Newly appointed Seat #2 Council Member City Clerk Frank swore in Council Member Select David Nutt to the unexpired Seat #2 with a term ending in November 2026. (CouncH Member Nutt took his seat on the dais.) PRESENTATIONS/PROCLAMATIONS/INTRODUCTIONS Police Chief David Butler informed Council that Victim Advocate Tiffany Petro was awarded the 2024 Victim Advocate of the Year award for the State of Florida. She will be receiving her award on April 9, 2025 in Tallahassee. REPORTS City Manager's Report ACTION ITEMS Fire Department future staffing/equipment needs and Code Enforcement Workshop The consensus of Council was to hold a workshop on May 13th at 5:30 p.m. (prior to a Council meeting). INFORMATIONAL ITEMS • Beach parking registration opportunities for residents • 2025 Legislative Session • Sidewalk expansion projects on Osceola and Yuma update • Permit approval was received for the relocation of Gopher Tortoises at the Algonquin Sports Complex • Employee Recognition • Tentative Agenda Items for the Next Regular City Council Meeting a. Notification to Brevard County of the City's intent to increase the FY26 Stormwater Utility Assessment rate • Upcoming Events City Attorney's Report City Attorney Karl Bohne was excused from the meeting. Council Comments Deputy Mayor Guertin stated the South Beaches Coalition meeting was canceled due to lack of a quorum. He also attended the Space Coast League of Cities dinner along with Mayor Nickle and Council Member Dyer. Council Member Ruimy thanked Council Member Dyer for pursuing the paid beach parking and staff for their work on this item. On May 3 rd there would be the dedication of the beach cleanup containers. Council Member Dyer stated at the Space Coast League of Cities dinner it was announced that they would be sending out the scholarship applications in the near future. Council Member Nutt thanked Council for their trust in.him when they appointed him to fill in the unexpired term for his seat. Public Comments (Agenda Items Only) UNFINlSHED BUSINESS None NEW BUSINESS Criteria for registration for free parking by residents Motion made by Council Member Dyer to adopt the following criteria for residents' free parking at the City's beach parks: Proof of residency which would include a copy of the resident's tax bill, utility biH, or driver's license showing an IHB address, and Proof of vehicular ownership which would include a copy of the vehicle registration showing the same name as one of the three proofs of residency. Individuals denied free parking registration can file a written appeal to the City Manager for consideration. Motion seconded by Council Member Nutt- motion carried 5-0. Regular Council Meeting Minutes March 11 , 2025 Page 4 Tree Preservation Board re-appointment Motion made by Council Member Ruimy to re-appoint Ms. Leigh McElroy to a voting membership position on the Tree Preservation Board with a term expiring March 11, 2028 , seconded by Council Member Dyer - motion carried 5-0. Acceptance of a Resignation and authorization to advertise the vacant position on the Tree Preservation Board Motion made by Deputy Mayor Guertin to accept Mr. Kenneth Bowman's resignation and authorize staff to solicit for resumes for the newly created vacant position on the Tree Preservation Board, seconded by Council Member Nutt- motion carried 5-0. Renewal of lnterlocal Agreement for the Space Coast Transportation Planning Organization Motion made by Council Member Dyer to approve renewing the lnterlocal Agreement for the Space Coast Transportation Planning Organization, seconded by Council Member Ruimy - motion carried 5-0.
