CITY OF IOWA COLONY
BE IT REMEMBERED ON THIS, the 19th day of March, 2018, the City Council of the City of Iowa
Colony, Texas, held a work session at 6:00 P.M. and a regular Council meeting at 7:00 P.M. at the regular
meeting place thereof in the City Hall there being present and in attendance the following members to
wit:
Mayor Michael Holton
Councilwoman Susan Cottrell
Councilwoman Robin Bradbery
Councilwoman Kacy Smajstrla
Councilman Michael Byrum-Bratsen
Councilman Chad Wilsey
And none being absent, constituting a quorum at which time the following business was transacted.
WORKSESSION– 6:00 P.M.
1. Mayor Holton called to order at 6:12 P.M.
2. Consider action regarding future development policies and processes. Ron Cox discussed various
topics related to development for consideration by Council.
3. Adjourned at 7:27 P.M.
REGULAR MEETING – 7:00 P.M.
1. Mayor Holton called the meeting to order at 7:33 P.M.
2. Pledge of Allegiance was recited.
3. Council convened in Executive session at 7:34 P.M. under Texas Government Code section
551.072 to deliberate concerning property for Fire and EMS station. Council returned to open
session at 8:12 P.M.
4. Citizens Comments: None
5. Mayor’s Reports: Mayor Holton reported that April is Fair Housing Month. The BCCA meeting
will be hosted in Angleton. On March 28th, 2018 DD5 and City Council will hold Joint Meeting at
Drainage District Office at 6:30 P.M. Brazoria County is beginning aerial mosquito spraying in Iowa
Colony.
6. Council Reports:
• Councilman Wilsey asked about internet service through Comcast.
• Councilwoman Smajstrla gave no report.
• Councilwoman Bradbery reported that Texas Parks and Wildlife representative wanted to
attend the next Council meeting.
• Councilman Byrum-Bratsen presented the Fire Department report. He stated they are
looking for volunteers.
• Councilwoman Cottrell reported the County is paving FCR 64. The EMS is making runs and
saving lives.
7. Staff Reports:
• PD report.
• Building Inspector report.
• City Manager report.
• City Engineer report.
• Beautification Committee gave no report.
• City Secretary report.
8. Consider action to approve a resolution authorizing and approving a Governor’s office criminal
justice grant application for one hundred percent funding of a NIBRS technology grant. Councilwoman
Cottrell moved to approve the resolution authorizing participation in the NIBRS grant program, and
authorizing the Mayor, City Secretary, and the Chief to sign the grant application as applicable.
Seconded by Councilman Byrum-Bratsen. Approved unanimously.
9. Consider action to approve Sierra Vista West Boulevard Phase 1 Preliminary Plat. Councilwoman
Cottrell moved to approve the Preliminary Plat for Sierra Vista West Boulevard Phase 1 with conditions
as follows, The City Engineer recommends a Traffic Impact Analysis and change the name from Sierra
Vista West Boulevard to Sierra Vista West Drive. Seconded by Councilwoman Bradbery. Motion
approved with four ayes and one nay. Councilman Wilsey voted against the motion.
10. Consent Agenda:
• Consideration and possible action regarding the following consent agenda items.
A. Approval of the minutes of the February 19, 2018 City Council meeting.
B. Approval of Meridiana Section 74 Final Plat.
C. Approve a partial reimbursement # 4 of the early plat deposit for Sierra Vista 1 sections 1 and 2,
Request # 4- March 2018.
Councilwoman Cottrell moved to approve all items as presented. Seconded by Councilwoman Smajstrla.
Approved unanimously.
11. Being no further business, Councilwoman Cottrell moved to adjourn at 8:56 P.M. Seconded by
Councilwoman Smajstrla. Approved unanimously.
