CITY OF 12003 Iowa Colony Blvd. — IOWA Fax: 281-369-0005 p ,J i COLONY STATE OF TEXAS COUNTY OF BRAZORIA CITY OF IOWA COLONY BE IT REMEMBERED ON THIS, the 18th day of March, 2019, the City Council of the City of Iowa Colony, Texas, held a Work Session at 6:00 and a Public Hearing and Council meeting at 7:00 P.M. at the regular meeting place thereof in the City Hall, there being present and in attendance the following members to wit: Mayor Michael Holton Councilwoman Susan Cottrell Councilman Michael Byrum-Bratsen Councilman Chad Wilsey Councilwoman Kacy Smajstrla And Councilwoman Robin Bradbery absent during the worksession and present during the Council meeting, constituting a quorum at which time the following business was transacted. WORKSESSION — 6:00 P.M. Mayor Holton opened the work session at 6:00 P.M. Kent Marsh, Consultant City Planner and the Council discussed revisions to the Zoning Ordinance for Planned Unit Developments. Council directed staff to move forward with scheduling a public hearing on the amendment to the zoning ordinance and preparation of the amendatory ordinance for the April 30, 2019 meeting. Mayor Holton closed the work session at 6:50 P.M. PUBLIC HEARING- 7:00 P.M. Mayor Holton opened the public hearing at 7:06 P.M. • Conduct a public hearing at 7:00 p.m. on Monday, March 18, 2019, at the Iowa Colony City Hall, 12003 Iowa Colony Boulevard (former County Road 65), Iowa Colony, Texas, pursuant to the Comprehensive Zoning Ordinance, the Subdivision Ordinance, and the Unified Development Code, as amended, to consider rezoning to Planned Unit Development (“PUD”). PUD plans and development plans, specific use permits, and variances to the above listed ordinances, all for school facilities, commercial uses, and other uses on the following property: A 206.73-acre tract and an adjoining 46.09-acre tract, together bounded on the west by Highway 288, on the north by Davenport Parkway (former County Road 64), and on the east by Iowa Colony Boulevard (former County Road 65), and extending approximately 2477 feet southward from Davenport Parkway, in the City of Iowa Colony, Brazoria County, Texas. A metes and bounds property description of these tracts is available upon a reasonable request to the City Secretary at the address herein stated. No comments from the public were made. Mayor Holton closed the public hearing at 7:24 P.M. REGULAR MEETING - 7:00 P.M. 1. Mayor Holton called the meeting to order at 7:05 P.M. 2. Pledge of Allegiance was recited. 3. Citizens comments and presentations. No comments were made from the public. 4. Mayor’s Reports: • There will be three meetings in April- April 1SL, April 8th, and April 30th • Purchasing new tables for the Council Chambers. • The City Park at Meridiana is up and running. The park has been mowed for the first time by the City. The bathrooms are opened and being kept clean. • BCCA meeting is Wednesday and Manvel is hosting. • Announced the Proclamation for April being fair housing month. 5. Council Reports: • Councilman Wilsey gave no report. • Councilwoman Smajstrla reminded everyone of the closings of SH 288. The TXDOT and Brazoria County sites are good resources for lane and construction closures. • Councilwoman Bradbery gave no report. • Councilman Byrum-Bratsen gave no report • Councilwoman Cottrell gave no report. 6. Staff Reports: • PD report. • Building Inspector report. • City Manager report • City Engineer report • City Secretary report. 7. Consider action to enter into a Security Pledge Agreement with First National Bank of Alvin. Councilwoman Cotirell made a motion to approve the Depository Pledge Agreement. Motion seconded by Councilwoman Bradbery. Approved unanimously. 8. Consider action to approve aerial mosquito spraying. Councilman Byrum-Bratsen made motion to approve the aerial spraying agreement. Councilwoman Cottrell seconded the motion. Approved unanimously. 9. Consider action to approve an amendment to Ordinance 2019-01 ordering the election of officers. Councilman Byrum-Bratsen made a motion to approve Ordinance 2019-0 1. Motion seconded by Councilwoman Cottrell. Approved unanimously. 10. ConsentAgenda: Consider action to approve the following Consent Agenda items. Councilman Byrum-Bratsen made a motion to approve all the consent agenda items as presented. Seconded by Councilwoman Bradbery. Approved unanimously. A. Approval of Minutes of the following meetings. February 18, 2019 City Council meeting. B. Approval of proclamation declaring the month of April as Fair Housing Month in Iowa Colony. C. Approval of revised resolution for CDBG DR grant application. D. Approval to extend the approval period of Sierra Vista West Boulevard and Street Dedication Preliminary Plat. E. Approve Early Plat Releases arid Reimbursements as follows: • Sterling Lakes Section 13 • Karsien Blvd. Phase I • Sierra Vista Section 5 and Karsten Blvd. Phase II EXECUTIVE SESSION • Council convened in Executive Session at 7:25 P.M. in accordance with 55 1.071 Texas Gov’t Code to consult with City Attorney concerning o Limited legal aspects annexation and development Agreement on school and neighboring property; o Limited legal aspects of MUD 53 development • Executive Session in accordance with 551.072 Texas Gov’t Code to deliberate on land sale andlor acquisition- o EMS property and/or City Hall property. o Property next to City Hall The Council returned to open session at 8:00 P.M. RETURN TO OPEN SESSION 11. Conser action to approve development agreements to be offered in lieu of annexation to owners of property to be annexed that is appraised for agriculture, timber, or wildlife for property tax purposes. Councilwoman Cottrell made a motion to approve offering the development agreements. Seconded by Councilwoman Bradbery. Approved unanimously. 12. Consideration and possible action regarding sale of property to ESD # 3. Councilwoman Bradbery made a motion that no action be taken. Seconded by Councilwoman Smajstrla. Approved unanimously. 13. Consideration and possible action regarding the property adjacent to City Hall. Councilwoman Bradbery made a motion that no action be taken. Seconded by Councilwoman Smajstrla.
