CITY OF IOWA COLONY
BE IT REMEMBERED ON THIS, the 1st day of April, 2019, the City Council of the
City of Iowa Colony, Texas, held a Public Hearing and a Special Council meeting at 7:00 P.M. at
the regular meeting place thereof in the City Hall, there being present and in attendance the
following members to wit:
Mayor Michael Holton
Councilwoman Susan Cottrell
Councilman Michael Byrum-Bratsen
Councilwoman Robin Bradbery
Councilman Chad Wilsey
And Councilwoman Kacy Smajstrla being absent, constituting a quorum at which time the
following business was transacted.
PUBLIC HEARING- 7:00 P.M.
Mayor Holton opened the public hearing at 7 p.m. The City Council of Iowa Colony will
hold public hearings at 7:00 p.m. on April 1 and 8, 2019, at the Iowa Colony City Hall,
12003 Iowa Colony Boulevard (formerly County Road 65), Iowa Colony, Texas, to
consider annexing the following property (first public hearing):
Part One: A 206.73 acre tract and an adjoining 46.09 acre tract, together bounded on the
west by Highway 288, on the north by Davenport Parkway (former County Road 64), and
on the east by Iowa Colony Boulevard (former County Road 65), and extending
approximately 2477 feet southward from Davenport Parkway, in Brazoria County, Texas,
to the extent such property is not already in the city limits of Iowa Colony.
Part Two: A portion of the road rights of way of County Road 64 and State Highway 288
located in and near the intersection of those two roads, to the extent such rights of way are
not already in the city limits of Iowa Colony.
A metes and bounds description and a map of the area proposed for annexation are
available at no charge from the Iowa Colony City Secretary at City Hall, teLephone 281-
369-2471. The public is invited to attend and speak at the hearings. No comments were
made from the public. Mayor Holton closed the Public Hearing at 7:20 p.m.
MEETING — 7:00 P.M.
1. Mayor Holton called the meeting to order at 7:00 P.M.
2. Pledge of Allegiance was recited.
3. Consideration and possible action to approve an ordinance annexing MUD 31.
Councilwoman Bradbery made a motion to approve the ordinance annexing MUD 31. Motion
seconded by Councilwoman Cottrell. Approved unanimously with four ayes. Councilwoman
Smajstrla was absent.
4. Consideration and possible action to approve amendments to the Heavy Load Ordinance.
Councilwoman Cottrell made motion to approve the ordinance with the change of a $50
individual permit fee or a $500 fleet pernit fee. Motion seconded by Councilman Byrum
Bratsen. Motion approved unanimously with four ayes. Councilwoman Smajstrla was absent.
5. Consider setting public hearings for annexation of additional property of Baham Interests.
Councilman Byrum-Bratsen made motion to set the public hearing dates for the annexation of
Baham Interests tracts for the first one to be held May 13, 2019 and the second to be held on
May 20, 2019. Seconded by Councilwoman Cottrell. Motion approved unanimously with four
ayes. Councilwoman Smajstrla was absent.
EXECUTIVE SESSION
• Council convened in Executive Session at 7:20 P.M. in accordance with 551.072 Texas
Gov’t Code to deliberate on land sale and/or acquisition-
o EMS property and/or City Hall property.
o Property next to City Hall
The Council returned to open session at 7:48 P.M.
RETURN TO OPEN SESSION
6. Consideration and possible action regarding sale of property to ESD # 3. Councilwoman
Cottrell made a motion to approve the sale of property to the ESD #3. Councilwoman Bradbery
seconded the motion. Approved unanimously with four ayes. Councilwoman Smajstrla was
absent.
7. Consideration and possible action regarding property adjacent to City Hall. No action taken.
8. Councilwoman Cottrell made a motion to adjourn. Seconded by Councilwoman Bradbery.
Approved unanimously with four ayes. Councilwoman Smajstrla was absent.
