Review of Minutes (1:53) – September 8th minutes Williams noted that the City and Town Fire Department Agreement is not a joint agreement, the City sells the fire department services to the town. Graham made a motion to approve, and Osterreich seconded. Unanimous vote to approve the minutes. V. New Business A. Introduction of Guests (3:23) Mary Baker introduced herself to the committee. She and her husband have lived in Ithaca for 30 years, they were both employees of ICSD. Mary retired from Dewitt three years ago. She is interested in this committee and how it operates, and she would like to meet the members of the committee and learn more information. Brian Toy then introduced himself. He has lived in Ithaca since 2019, and he did his master's at Cornell in regional planning. He then worked for National Grid, and now he’s a planner at the Southern Tier Central - Regional Planning and Development Board in Corning. He has been interested in getting involved in committees and boards since he moved back to the area. He thinks the work done by the committee is very interesting and he would love to get involved in the committee and be engaged in the community. The members of the committee also introduced themselves, explained their backgrounds, and talked about how they joined the committee. B. Action Item (11:14) – Approve Draft HOME-ARP Policies & Procedures The agency was required to develop this draft once they were selected to receive the HOME- ARP funding. Mendizabal explained that this funding is targeted to reduce homelessness and housing instability. While they are using a lot of the HOME regulations as a framework, this is brand-new one-time funding that includes processes and policies that other HUD funding streams utilize. Usually, HOME and CDBG funding streams bring in about $800,000 to $900,000 a year, while this HOME-ARP funding is $1.1 million total, a little over $900,000 of which is available for programs. The committee has until 2030 to expend all the funds. The first step was to create an allocation plan, which is a framework to outline how the funds are expected to be used in Ithaca. The main takeaway from the HOME allocation plan is the understanding that the two primary goals that the city of Ithaca identified were to support the housing surge that the COC is planning, to assist people who have been chronically homeless, identify housing, with the potential to provider rental assistance, and to provide supportive services in general to people in unstable housing. The allocation plan was approved, and the next step before seeking providers or applicants is to create a policies and procedures manual, which the committee is considering today. Since this is a draft, there were a few issues that HUD headquarters have not decided on yet. With the help of technical assistance, Mendizabal said that they can be very sure that once the draft is finalized, it will be completely compliant with HUD requirements. Once the policies and procedures manual is completed, it will be distributed to any organization that is interested in applying for funding. Graham asked who on the staff is going to have the primary responsibility, once the funds are disbursed, in terms of ensuring that agencies are aware of the requirements, and following up to make sure they are complying. Mendizabal replied that it would be the responsibility of herself and Charles Pyott. She thinks that a limited number of agencies will want to apply, compared to the action plan which funds a good number of activities. Once the basic structures are identified and people are settled, that will be the bulk of the work. It was clarified that this money is available to organizations that may normally be ineligible for HOME funding, and this does not duplicate any current funding in any way. It is made under the HOME framework but includes activities that HOME usually doesn’t. There will be monitoring to make sure that only the compliant activities are the ones being reimbursed, and that the providers are not duplicating something else they’re doing or going outside the policies and procedures manual. Graham noted that it seems as if the supportive services are going to be very important. He wondered if there was going to be targeted outreach to specific agencies prior to putting out the call for applications. Mendizabal replied that this was the plan for collecting a pool of applicants. Graham asked that the Committee keep in mind that any outreach or services that are offered must go beyond the Jungle, in order to reach the full homeless population. Mendizabal noted that communities can identify populations for prioritization, but anyone is eligible for assistance. Ithaca prioritized people who are literally homeless (but not necessarily only in the encampment.) Motion to approve by Williams, seconded by Osterreich. HOME-ARP Policies & Procedures WHEREAS, The American Rescue Plan (ARP) Act of 2021 provided a special $5 billion appropriation of HUD’s HOME funds to alleviate homelessness and housing instability in the aftermath of the COVID-19 pandemic through a special program known as HOME-ARP, and WHEREAS, the City of Ithaca was awarded $1,211,929 in HOME-ARP funds, and WHEREAS, the City has contracted with the Ithaca Urban Renewal Agency (IURA) to plan, administer, implement and monitor the City’s HUD Entitlement program in compliance with all applicable regulations, and WHEREAS, HUD approved the City of Ithaca’s HOME-ARP Allocation Plan on May 3, 2023, and WHEREAS, the Allocation Plan deploys funds to (1) support a housing surge for people who are literally homeless, and (2) to prevent returns to homelessness for people who are currently housed and in situations of vulnerability that threaten their housing stability, and WHEREAS, a policies and procedures manual must be in place prior to implementation of the activities described in the HOME-ARP Allocation Plan, and WHEREAS, the IURA staff developed a draft City of Ithaca Draft HOME-ARP Policies & Procedures Manual dated September 12, 2023 in compliance with HUD requirements, and WHEREAS, the IURA Neighborhood Investment Committee considered this matter at their October 13, 2023, meeting and recommended the following action; now, therefore, be it RESOLVED, the Ithaca Urban Renewal Agency hereby approves the “City of Ithaca HOME-ARP Policies & Procedures Manual,” dated September 12, 2023. Unanimous, 3-0 C. Discussion with Guests (32:53) – Black Hands Universal CEO & Board Black Hands Universal is an organization that IURA first funded at the beginning of the COVID pandemic when it provided health and wellness services to the community. They followed up with a project that’s being funded in 2022, which is their pre-apprenticeship program. They were certified as a community-based organization during the 2023 Action Plan, and this is a designation that needs to be re-applied for every year. The committee invited BHU to talk about the work that they’re doing and to answer questions that committee members might have. Harry Smith explained that BHU was formed after George Floyd to try and combat as many obstacles as possible, everything from the school that was opened during COVID, to summer camps, to other problems that arise in the community. There are a number of programs that were founded and established by BHU, on top of emergency situations that  they are on hand for. BHU is aligned with Tompkins County Workforce and TST BOCES and offers assistance with a number of certifications, resumes, and job searching and placement. They are hoping to have a large family daycare open by the beginning of next year as well. The organization also assists with small business start-ups, offering LLC and non-profit workshops. They’ve also established a community space for people to use as a safe haven. Williams explained that listing the things the organization is doing was one of the things that was missing from their application. If they can put that in print in the future and show what they’ve done and what they’re going to do, it will help their applications in the future. Graham pointed out that from the point of view of a funder, seeing the numbers really helps when making a decision. When it comes to looking at the application, there are a lot of other people who aren’t at the meeting who should see this information. Osterreich suggested that the organization could benefit from a grant-writing intern to help with the documentation and numbers for applications. She said that she could connect the organization with someone who might be able to do this. Smith explained that they’re switching their fiscal sponsorship, and it should be more organized this year due to that. VI. Old/Other Business D. IURA Grant Summary (57:39) The IURA board did not meet last month, so there was no Grant Summary. E. Staff Report (57:57) Mendizabal reported that they have already begun their Consolidated Planning consulting with community members. At November’s meeting, they will be having the organizational meeting of the consolidated plan. She also noted that next month the NIC will be meeting on Wednesday at 2:30. The COC hosted a tenant listening session last week which was well attended. There were two focus groups and individual interviews. COC is putting together the takeaways, but unsurprisingly, a lot of the stories shared were very indicative of what tenants go through and prove that the challenges that the community has identified are still very current. Mendizabal distributed a flood map to the committee to look over to discuss at the next meeting and there was some discussion about it. VII.
