CITY OF JACKSONVILLE SPECIAL CITY COUNCIL MEETING MARCH 29, 2018 7:00 P.M. – 8:05 P.M. REGULAR CITY COUNCIL MEETING - CITY HALL - #1 MUNICIPAL DRIVE The City Council of the City of Jacksonville, Arkansas met in special session on March 29, 2018 at the regular meeting place of the City Council. Councilman Bolden delivered the invocation and Mayor Fletcher led a standing audience in the “Pledge of Allegiance” to the flag. ROLL CALL: City Councilman: Elliott, Bolden, McCleary, Sansing, Ray, Mashburn, Traylor, Twitty, Smith, and Collins answered ROLL CALL. Mayor Fletcher also answered ROLL CALL declaring a quorum. PRESENT TEN (10) ABSENT (0). Others present for the meeting were: City Attorney Robert Bamburg, Finance Director Cheryl Erkel, IT Director Scott Rothlisberger, Humane Resource Director Jill Ross, Parks and Recreation Director Kevin House, 911 Director Tabby Hughes, Planning Commission Chairman Jim Moore, Bob Johnson, Planning Commissioner Patrick Thomas, Glenda Fletcher, Johnny Simpson, Mark Perry, Bill Howard, Bill Shelley, Aaron Rizzell, Larry and DeDe Hibbs, Gary and Dejuana Sipes, Robert Price, Ivory Tillman, Dena Toney, Robert Washington, Jimmy Oakley, Jeff Twitty, Roger Sundermeier, Lida Feller, Rick Kron, interested citizens, and members of the press. PRESENTATION OF MINUTES: APPROVAL AND/OR CORRECTION OF MINUTES: CONSENT AGENDA: WATER DEPARTMENT: WASTEWATER DEPARTMENTS: FIRE DEPARTMENT: POLICE DEPARTMENT: STREET DEPARTMENT: SANITATION DEPARTMENT: PARKS & RECREATION: PLANNING COMMISSION: GENERAL: DISCUSSION: Personnel Councilman Bolden moved, seconded by Councilman Mashburn for City Council to move into Executive Session at approximately 7:01 p.m. MOTION CARRIED. Councilman Bolden moved, seconded by Councilman Sansing to adjourn from Executive Session and resume the special called City Council meeting at approximately 8:03 p.m. MOTION CARRIED. Mayor Fletcher stated that he appreciates the opportunity for the City Council coming together, adding that obviously there have been some big changes in the Police Department which was obviously the discussion. He related that he has heard everyone’s concerns, saying that predominately there is one major concern that everyone can agree on. He stated that the City Council understands the need for changes or the balance that was done. More police have been put on the street, we have saved the citizens quite a bit of money and so everything will stay in place except we will put two of 1 CITY OF JACKSONVILLE SPECIAL CITY COUNCIL MEETING MARCH 29, 2018 7:00 P.M. – 8:05 P.M. the former SRO Officers that were reassigned into the School District. He asked for a Motion. Councilman Bolden moved, seconded by Councilman McCleary to put two of the former SRO Officers that were reassigned into the School District. MOTION CARRIED. APPOINTMENTS: ANNOUNCMENTS: ADJOURNMENT: Councilman Bolden moved, seconded by Councilman Sansing to adjourn the meeting at approximately 8:05 p.m. MOTION CARRIED.
