CITY OF JACKSONVILLE REGULAR CITY COUNCIL MEETING OCTOBER 18, 2018 7:00 P.M. – 7:14 P.M. REGULAR CITY COUNCIL MEETING - CITY HALL - #1 MUNICIPAL DRIVE The City Council of the City of Jacksonville, Arkansas met in regular session on October 18, 2018 at the regular meeting place of the City Council. Councilman Bishop delivered the invocation and Mayor Fletcher led a standing audience in the “Pledge of Allegiance” to the flag. ROLL CALL: City Councilman: Elliott, Bolden, McCleary, Sansing, Ray, Mashburn, Traylor, Twitty, and Smith answered ROLL CALL. Mayor Fletcher also answered ROLL CALL declaring a quorum. PRESENT NINE (9) ABSENT (1). Councilman Collins was absent. PRESENTATION OF MINUTES: Mayor Fletcher presented the minutes of the regular City Council meeting of September 6, 2018 for approval and/or correction at the next regularly scheduled City Council meeting. APPROVAL AND/OR CORRECTION OF MINUTES: Councilman Bolden moved, seconded by Councilman Mashburn that the minutes of the regularly scheduled City Council meeting of 16 August 2018 be APPROVED. REGULAR MONTHLY REPORT/POLICE DEPARTMENT Councilman Ray moved, seconded by Councilman Bolden to approve the regular monthly report for August and September 2018 regarding annual crime statistical comparisons. REGULAR MONTHLY REPORT/FIRE DEPARTMENT Councilman Ray moved, seconded by Councilman Bolden to approve the regular monthly report for September 2018 from the Jacksonville Fire Department, reflecting a fire loss of $4,000.00 and a savings total of $91,000.00. REGULAR MONTHLY REPORT/ENGINEERING DEPARTMENT Councilman Ray moved, seconded by Councilman Bolden to approve the regular monthly report for September 2018. WASTEWATER DEPARTMENTS: FIRE DEPARTMENT: POLICE DEPARTMENT: STREET DEPARTMENT: Public Works Update by Director Jim Oakley Public Works Director Jim Oakley referred to his handout, pointing out that currently they have three sidewalk projects underway. He stated that one is at Pinewood Elementary School on Northeastern Drive, which is almost completed. He then related that secondly there is one starting this week on Toneyville area from Dales Drive and ending at the County Health Department. He added that when this phase is completed it will be further phased to the Wal-Mart area. The third sidewalk project is on Military Road staring at Stanphil Road and ending at Park Road. He informed the City Council that all three of these sidewalk projects are being funded by a Federal grant with an 80/20 match plus engineering, administration and incidentals. 2  CITY OF JACKSONVILLE REGULAR CITY COUNCIL MEETING OCTOBER 18, 2018 7:00 P.M. – 7:14 P.M. He then related that there are two bridge projects; one being the Oneida Bridge that was deemed unsafe by the Highway Department and in need of major repairs. He pointed out that the wooden piles underneath are giving way and will have to be modernized. He noted that again this project is being partially funded by an 80/20 Federal grant, adding that the 20% will be a shared cost between Jacksonville, Sherwood, and Pulaski County. In response to a question from Mayor Fletcher, he answered that the project includes funding for an alternative route through North Lake Subdivision into Lynnwood Subdivision once the bridge is removed. It was noted that once the bridge is completed the alternative route will be a benefit to the City as an emergency ingress/egress. He then related that the second bridge project is the J.P. Wright Loop rail road grade separation bridge. He explained that the engineering work should be completed by the end of the year, adding that bids for further aspects of the project will be brought before the City Council. He then noted that this is also partially funded by a Federal grant to construct a bridge over the railroad tracks. Mayor Fletcher explained that a request was made almost 25 years ago when Metroplan put together the tip monies for two bridges; the first bridge was the Main Street Bridge and this is the second approved project. He offered a brief overview of ongoing roadwork, noting that the Street Department was approved for a State grant regarding Main and James Streets; the asphalt overlay was approximately $235,000 and the State is going to come back to mill and re-asphalt the intersection inside the brick area which was inadvertently left out. He then related there are a few street projects on South Hospital Drive, explaining that the Road failed, so they are going to demo the existing road and install a new base, asphalt, curb, gutter and sidewalk at a cost of approximately $60,000. He referred to a PowerPoint presentation of a beaver dam that was constructed by beavers on the only ditch that runs across the freeway, through the Golf Course and into the Holland Bottoms area. He stated that it is an ongoing battle to keep the areas from flooding. Councilman Bolden noted the construction of the new Kum & Go, asking if anything is being done to reinforce Sharp Street because of the 18 wheeler traffic. Public Works Director Jim Oakley answered that currently it has a substantial amount of asphalt, which should be able to support the big trucks. Mayor Fletcher noted that the Main Street resurfacing is the second State aid grant that the City has gotten in four years, resulting in approximately half of one million dollars. 3  CITY OF JACKSONVILLE REGULAR CITY COUNCIL MEETING OCTOBER 18, 2018 7:00 P.M. – 7:14 P.M. It was noted that the linear feet of sidewalk from Dales Drive to the County Health Department is approximately 1800’. Public Works Director Jim Oakley then explained that the Highway Department is requiring the City to put in drainage, which will require concrete culverts, a 2’ buffer with a 2’ curb and gutter, drainage and a sidewalk. Mayor Fletcher noted that originally the Highway Department was going to require curb and gutter on both side of the street, saying that he was not in favor of that, adding that he was trying to get people off the street and onto a sidewalk. He noted that the area will require tremendous drainage mitigation. Councilman Traylor moved, seconded by Councilman Sansing to place Ordinance 1588 on FIRST READING. ROLL CALL: Councilman Elliott, Bolden, McCleary, Sansing, Ray, Mashburn, Traylor, Twitty, and Smith voted AYE. MOTION CARRIED. Whereupon City Attorney Bamburg read the heading of Ordinance 1588. Councilman Ray moved, seconded by Councilman McCleary to APPROVE Ordinance 1588 on FIRST READING and SUSPEND the rules and place Ordinance 1588 on SECOND READING. ROLL CALL: Councilman Elliott, Bolden, McCleary, Sansing, Ray, Mashburn, Traylor, Twitty, and Smith voted AYE. MOTION CARRIED. Whereupon City Attorney Bamburg read the heading of Ordinance 1588. Councilman Ray moved, seconded by Councilman Elliott to further suspend the rules and place Ordinance 1588 on THIRD AND FINAL READING. ROLL CALL: Councilman Elliott, Bolden, McCleary, Sansing, Ray, Mashburn, Traylor, Twitty, and Smith voted AYE. MOTION CARRIED. Whereupon City Attorney Bamburg read the heading of Ordinance 1588. Councilman Ray moved, seconded by Councilman McCleary that Ordinance 1588 be APPROVED AND ADOPTED.
