CITY OF JACKSONVILLE REGULAR CITY COUNCIL MEETING JANUARY 3, 2019 7:00 P.M. – 7:10 P.M. REGULAR CITY COUNCIL MEETING - CITY HALL - #1 MUNICIPAL DRIVE The City Council of the City of Jacksonville, Arkansas met in regular session on January 3, 2019 at the regular meeting place of the City Council. Councilman Bolden delivered the invocation and Mayor Johnson led a standing audience in the “Pledge of Allegiance” to the flag. ROLL CALL: City Councilman: Elliott, Bolden, Sipes, Ray, Mashburn, Traylor, Twitty, Smith, and Collins answered ROLL CALL. Mayor Johnson also answered ROLL CALL declaring a quorum. PRESENT NINE (9) ABSENT ONE (1). Councilman Sansing was absent. Others present for the meeting were: City Attorney Stephanie Friedman, Public Works Director Jim Oakley, IT Shawn Sutterfield, CDBG Director Theresa Watson, Fire Chief Alan Laughy, Director of Downtown Planning and Development Bob Price, Police Chief John Franklin, Parks and Recreation Director Kevin House, Finance Director Cheryl Erkel, Lida Feller, 911 Director Tabby Hughes, Human Resource Interim Director Charlette Nelson, Human Resource Specialist Richelle Rice, Beverly Elliott, Dejuana Sipes, Mark Perry, James Reid, Kimberly Lett, Craig Friedman, Lloyd Friedman, Planning Commissioner Patrick Thomas, Keith Weber, interested citizens, and members of the press. PRESENTATION OF MINUTES: Mayor Johnson presented the minutes of the regular City Council meeting of December 20, 2018 for approval and/or correction at the next regularly scheduled City Council meeting. APPROVAL AND/OR CORRECTION OF MINUTES: Councilman Elliott moved, seconded by Councilman Traylor that the minutes of the regularly scheduled City Council meeting of 6 December 2018 be APPROVED. MOTION CARRIED. CONSENT AGENDA: REGULAR MONTHLY REPORT/CODE ENFORCEMENT Councilman Ray moved, seconded by Councilman Bolden to approve the Regular Monthly Report for December 2018. MOTION CARRIED. ROLL CALL: Councilmen: Elliott, Bolden, Sipes, Ray, Mashburn, Traylor, Twitty, Smith, and Collins voted AYE. MOTION CARRIED. WASTEWATER DEPARTMENTS: FIRE DEPARTMENT: POLICE DEPARTMENT: STREET DEPARTMENT: SANITATION DEPARTMENT: PARKS & RECREATION: PLANNING COMMISSION: GENERAL: a. SECOND READING ORDINANCE 1593 (#15-2018) AN ORDINANCE ADOPTING A FISCAL BUDGET FOR 2019; MAKING APPROPRIATIONS AND AUTHORIZING EXPENDITURES FOR OPERATION OF VARIOUS DEPARTMENTS OF CITY GOVERNMENT; FOR THE PURCHASE OF MATERIALS, SUPPLIES, EQUIPMENT, AND SERVICES COVERING GENERAL FUND OPERATIONS, STREET FUND, EMERGENCY MEDICAL SERVICES FUND, SHOOTING RANGE FUND, AND SANITATION FUND, DECLARING AN EMERGENCY; AND, FOR OTHER PURPOSES. Councilman Traylor moved, seconded by Councilman Twitty to table Ordinance 1593 (#15-2018) to the next regularly scheduled City Council meeting. MOTION CARRIED. b. ORDINANCE 1594 (#1-2019) AN ORDINANCE TO TEMPORARILY CONTINUE THE 2018 FISCAL BUDGET FOR 2019 UNTIL A 2019 BUDGET IS APPROVED; MAKING APPROPRIATIONS AND AUTHORIZING EXPENDITURES FOR OPERATION OF VARIOUS DEPARTMENTS OF CITY GOVERNMENT; FOR THE PURCHASE OF MATERIALS, SUPPLIES, EQUIPMENT, AND SERVICES COVERING GENERAL FUND OPERATIONS, STREET FUND, EMERGENCY MEDICAL SERVICES FUND, SHOOTING RANGE FUND, AND SANITATION FUND; DECLARING AN EMERGENCY; AND, FOR OTHER PURPOSES. Councilman Ray moved, seconded by Councilman Bolden to place Ordinance 1594 on FIRST READING. ROLL CALL: Councilman Elliott, Bolden, Sipes, Ray, Mashburn, Traylor, Twitty, Smith, and Collins voted AYE. MOTION CARRIED. Whereupon City Attorney Friedman read the heading of Ordinance 1594. Councilman Ray moved, seconded by Councilman Bolden to approve Ordinance 1594 on FIRST READING and SUSPEND THE RULES to place Ordinance 1594 on SECOND READING. Councilman Collins questioned the schedule for having the 2019 Budget in place. Mayor Johnson stated that because of the Winter Municipal League meetings he would like to propose rescheduling the January 17th City Council meeting to January 24th, adding that he hopes to have a budget ready by the 24th that has been reviewed by the City Council long before the 24th. He stated that if the budget is not passed on the 24th then the City Council may have to meet nightly to review and approve a budget for 2019. 2 CITY OF JACKSONVILLE REGULAR CITY COUNCIL MEETING JANUARY 3, 2019 7:00 P.M. – 7:10 P.M. Councilman Elliott moved, seconded by Councilman Bolden to further SUSPEND THE RULES and place Ordinance 1594 on THIRD AND FINAL READING. ROLL CALL: Councilman Elliott, Bolden, Sipes, Ray, Mashburn, Traylor, Twitty, Smith, and Collins voted AYE. MOTION CARRIED. Whereupon City Attorney Bamburg read the heading of Ordinance 1594. Councilman Ray moved, seconded by Councilman Bolden to APPROVE AND ADOPT Ordinance 1594. ROLL CALL: Councilman Elliott, Bolden, Sipes, Ray, Mashburn, Traylor, Twitty, Smith, and Collins voted AYE. MOTION CARRIED. Councilman Ray moved, seconded by Councilman Bolden that the EMERGENCY CLAUSE be approved and adopted. ROLL CALL: Councilman Elliott, Bolden, Sipes, Ray, Mashburn, Traylor, Twitty, Smith, and Collins voted AYE. MOTION CARRIED. ORDINANCE 1594 (#1-2019) APPROVED AND ADOPTED THIS 3rd DAY OF JANUARY, 2019. APPOINTMENTS: ANNOUNCEMENTS: Mayor Johnson stated he would like for the City Council to hold workshops on how we want to conduct business in the future as a City Council.
