JAMESTOWN CITY COUNCIL SPECIAL MEETING, FEBRUARY 24, 2022 OFFICIAL MINUTES The special meeting of the City Council was called to order by Mayor Heinrich at 4:00 P.M. Roll Call showed the following members present: Mayor Heinrich, Council Members Buchanan, Kamlitz, and Steele, City Attorney Ryan, and Deputy City Auditor Sveum. Absent: Council Member Schloegel and City Administrator Hellekson. A public hearing was held concerning Seal Coat, Patching, Construction and Reconstruction District #22-41 protests and the sufficiency thereof. No one appeared to object and no written protests were received. The hearing was closed. Council Member Steele moved a Resolution that the protests have been found to be insufficient to bar proceeding with Seal Coat, Patching, Construction and Reconstruction District #22-41. Seconded by Council Member Kamlitz. Roll Call No. 1 showed: 4 ayes, 0 nays, 1 absent. Carried. Council Member Kamlitz moved a Resolution to authorize the City Engineer to develop detailed plans, specifications and estimates for Seal Coat, Patching, Construction and Reconstruction District 22-41. Seconded by Council Member Buchanan. Roll Call No. 2 showed: 4 ayes, 0 nays, 1 absent. Carried. City Attorney Ryan stated four bids were received for the Suspended Ceiling Removal and Replacement, Jamestown, ND Water Treatment Plant and three bids were opened. Ryan recommended opening the bid from Manning Mechanical Inc. Council Member Steele moved to open the bid from Manning Mechanical Inc. Seconded by Council Member Kamlitz. Unanimous aye vote. Carried. The bid from Manning Mechanical Inc. was opened by City Attorney Ryan and in the amount of $168,000.00 for the mechanical portion of the project. City Attorney Ryan stated the other bid was determined to have a material defect and was rejected. Council Member Steele moved a Resolution to authorize the City Engineer to negotiate with Manning Mechanical Inc., on behalf of the City on the general contracting portion of the Suspended Ceiling Removal and Replacement, Jamestown, ND, Water Treatment Plant project. Seconded by Council Member Kamlitz. Roll Call No. 3 showed: 4 ayes, 0 nays, 1 absent. Carried. Council Member Kamlitz moved a Resolution to authorize the City Engineer to rebid and advertise for the general portion of the Suspended Ceiling Removal and Replacement, Jamestown, ND, Water Treatment Plant project if unable to negotiate with Manning Mechanical Inc. Seconded by Council Member Steele. Roll Call No. 4 showed: 4 ayes, 0 nays, 1 absent. Carried. Council Member Steele moved a Resolution to approve the minor changes (lots numbered in progressive numbers & Outlet A more defined & definition placed within plat) to the previously approved Jamestown Southwest Second Addition Plat. Seconded by Council Member Kamlitz. Roll Call No. 5 showed: 4 ayes, 0 nays, 1 absent. Carried. Council Member Kamlitz moved to adjourn at 4:15 P.M. Seconded by Council Member Steele.
