CITY OF JAMESTOWN BOARD OF EQUALIZATION MEETING APRIL 12, 2022 OFFICIAL MINUTES The Board of Equalization was called to order by Mayor Heinrich at 4:00 p.m. Roll Call showed the following members present: Mayor Heinrich, Council Members Steele, Kamlitz and Schloegel, City Assessor Veil, City Administrator Hellekson, and City Appraiser Stroh. Council Member Buchanan was absent. City Assessor Veil presented his annual report to the board. There was one written appeal from Wilmar Traut, 317 10th Street Southwest for Parcel 74-6849000 requesting the value remain at the previous value of $53,248 rather than the 2022 taxable value of $76,300. Mr. Traut did not appear at the meeting. City Assessor Veil stated the 2022 valuation on this property is based on an exterior appraisal due to the assessors were twice denied entry to the property to view the interior of the residence. City Assessor Veil noted the property has an easement for the house and driveway which sits partially on an adjoining lot which was in placed prior to the time of purchase by the previous owners. That easement transfers with the property and terminates should the house be removed. City Assessor Veil explained a comparable sale that was directly to the north of this property which sold in October 2021 for $99,000. As part of the analysis, the comparable sale showed a value of $86,000. City Assessor Veil recommended accepting the valuation as presented which is part of the approving and accepting the real property assessments for 2022 and provides Mr. Traut has the opportunity to appeal to the County Board of Equalization should he choose to. Council Member Steele moved to accept the City Assessors report regarding property valuation on Parcel 74-6849000. Seconded by Schloegel. Roll Call No. 1 showed: 4 ayes, 0 nays, 1 absent. Carried. Council Member Steele moved a Resolution to approve and accept the real property assessments for 2022, as submitted by the City Assessor, in the total taxable value of $52,728,121, subject to qualified adjustments, the TIF, 2022 utilities, homestead credits, and disabled veterans’ credits. Seconded by Council Member Kamlitz. Roll Call No. 2 showed: 4 ayes, 0 nays, 1 absent. Carried. Council Member Kamlitz moved to adjourn at 4:44 p.m. Seconded by Council Member Steele.
