JAMESTOWN CITY COUNCIL SPECIAL MEETING, OCTOBER 25, 2022 OFFICIAL MINUTES The special meeting of the City Council was called to order by Mayor Heinrich at 4:00 P.M. The Pledge of Allegiance to the flag was recited. Roll Call showed the following members present: Mayor Heinrich, Council Members Kamlitz, Buchanan, Steele, Schloegel, Assistant City Attorney Geroux, and City Administrator Hellekson. Council Member Steele moved a Resolution to approve and authorize the issuance of improvement warrants Taxable Gross Revenue Refunding Bonds, Series 2022 and exchange them for Taxable Gross Revenue Bonds, 2015 Series Y (TIF Dist. No 2014-1), and award the sale of Taxable Gross Revenue Refunding Bonds, Series 2022 to Truist for the purchase price of $2,765,000 at an average annual net interest rate of 4.75%. Seconded by Council Member Kamlitz. Roll Call No. 1 showed: 5 ayes, 0 nays, 0 absent. Carried. Council Member Kamlitz moved a Resolution directing the City Administrator to notify the County that the City of Jamestown should be exempt from the County Library Levy as the City maintains its own library levy. Seconded by Council Member Schloegel. Roll Call No. 2 showed: 5 ayes, 0 nays, 0 absent. Carried. Council Member Buchanan moved a Resolution directing the City Administrator to certify the tax levies to the County for the fiscal period January 1, 2023, through December 31, 2023. Seconded by Council Member Kamlitz. Roll Call No. 3 showed: 5 ayes, 0 nays, 0 absent. Carried. Council Member Kamlitz moved to adjourn at 4:08 p.m. Seconded by Council Member Schloegel.
