JAMESTOWN CITY COUNCIL SPECIAL MEETING, DECEMBER 28, 2022 OFFICIAL MINUTES The special meeting of the City Council was called to order by Mayor Heinrich at 5:00 P.M. The Pledge of Allegiance to the flag was recited. Roll Call showed the following members present: Mayor Heinrich, Council Members Kamlitz, Buchanan, Steele, Schloegel, City Attorney Ryan, and City Administrator Hellekson. Council Member Schloegel moved a Resolution to approve a grant from the ND Department of Transportation- Transportation Alternatives Program for the Pedestrian Bridge Replacement Project (McElroy, Nickeus, and Klaus Parks) and authorize the City Auditor and City Mayor to sign all applicable documents. Seconded by Council Member Kamlitz. Roll Call No. 1 showed: 5 ayes, 0 nays, 0 absent. Carried. Council Member Steele moved a Resolution to adopt the Jamestown Civic Center breastfeeding policy for inclusion in the Jamestown Civic Center Operating policies. Seconded by Council Member Schloegel. Civic Center Director Fosse provided information. Roll Call No. 2 showed: 5 ayes, 0 nays, 0 absent. Carried. Council Member Kamlitz moved a Resolution to approve a blizzard and snow emergency declaration beginning December 12, 2022, lasting several weeks, and which recovery period is still ongoing, and to authorize submission of necessary documentation to the ND Department of Emergency Services in order to seek federal and state financial assistance. Seconded by Council Member Steele. City Administrator Hellekson provided information. Roll Call No. 3 showed: 5 ayes, 0 nays, 0 absent. Carried.
