JAMESTOWN CITY COUNCIL SPECIAL MEETING, APRIL 20, 2023 OFFICIAL MINUTES City Hall, 102 3rd Ave SE, Jamestown, ND 58401 The special meeting of the City Council was called to order by Mayor Heinrich at 4:00 P.M. Roll Call showed the following members present: Mayor Heinrich, Council Members Buchanan, Schloegel, Steele, Assistant City Attorney Geroux, and City Administrator Hellekson. Absent: Kamlitz. Council Member Buchanan moved a resolution to approve the major subdivision, final plat of Harold P. Bensch Addition, replat of Lots 1-12 and Lots 97-108 of Jones and Vennum Addition, and a vacated portion of 4th Street SE, within NE ¼ Section 36, T140N, R64W, City of Jamestown, North Dakota. The property is located at 1120 3rd St SE, Jamestown, North Dakota. Seconded by Council Member Steele. Roll Call No. 1: 4 ayes, 0 nays, 1 absent. Carried. Council Member Schloegel moved a resolution to approve the plans and specifications and authorize the advertisement for bids for a new basketball floor for the Civic Center to be paid from the City Sales Tax Fund, less the trade-in value of the current floor and sponsorships. Seconded by Council Member Steele. Roll Call No. 2: 4 ayes, 0 nays, 1 absent. Carried. Council Member Steele moved a resolution to approve the Cost Participation and Maintenance Agreement with the NDDOT on 12th Ave SE (6th St SE-3rd St SE) Project No. SU-CVD-2-987(044) PCN 23267, NDDOT Contract # 38230469, and authorize the City Auditor, City Attorney and Mayor to sign the agreement and the NDDOT authorization. Seconded by Council Member Buchanan. Roll Call No. 3: 4 ayes, 0 nays, 1 absent. Carried. Council Member Steele moved a resolution to direct the City Attorney to modify the Special Assessment Policy. Seconded by Council Member Schloegel. Roll Call No. 4: 4 ayes, 0 nays, 1 absent. Carried. Council Member Schloegel moved to adjourn at 4:06 p.m. Seconded by Council Member Steele. Unanimous aye vote.
