JAMESTOWN CITY COUNCIL SPECIAL MEETING, DECEMBER 19, 2023 OFFICIAL MINUTES City Hall, 102 3rd Ave SE, Jamestown, ND 58401 The special meeting of the City Council was called to order by Mayor Heinrich at 4:15 P.M. Roll Call showed the following members present: Mayor Heinrich, Council Members Buchanan, Kamlitz, Schloegel (via phone), Steele, Assistant City Attorney Geroux, and City Administrator Hellekson. Council Member Steele moved to introduce the first reading of an ordinance to amend and re-enact Section 5-26, Article II of Chapter 5 of the City of Jamestown Municipal Code, relating to an alcohol license for the Hillcrest Golf Course. Council Member Steele moved a resolution to authorize the City Engineer and the City Administrator to work toward a Guaranteed Maximum Price (GMP) with Ferguson Waterworks as recommended by the Water Meter Program Selection Committee. Seconded by Council Member Kamlitz. Roll Call No. 1: 5 ayes, 0 nays, 0 absent. Carried. Council Member Kamlitz moved a resolution to approve the agreement between the City of Jamestown and AE2S for a water and sewer I & C upgrade and authorize the Mayor and City Administrator to sign the agreement. Seconded by Council Member Steele. Roll Call No. 2: 5 ayes, 0 nays, 0 absent. Carried. Council Member Kamlitz moved a resolution to approve the quote from Civic Plus to build and host a new website for the City of Jamestown and authorize the City Administrator to sign the quote. Seconded by Council Member Steele. City Building Inspector Blackmore provided information. Roll Call No. 3: 5 ayes, 0 nays, 0 absent. Carried. Council Member Kamlitz moved a resolution to approve the request from Progress Enterprises Inc. d.b.a. Buffalo Bar and Lanes, for a Class C liquor license at 905 7th Ave SE, Jamestown, for the period ending 6/30/2024. Seconded by Council Member Schloegel. Roll Call No. 4: 5 ayes, 0 nays, 0 absent. Carried. Council Member Steele moved a resolution to rescind the Beer, Wine, and Sparkling Wine license number 9364 to Bonnie Hansen d.b.a. Comfort, at 208 1st St. W., Jamestown, for the period ending 12/31/2023. Seconded by Council Member Kamlitz. Roll Call No. 5: 5 ayes, 0 nays, 0 absent. Carried. Council Member Steele moved a resolution to approve the request from Bonnie Hansen d.b.a. Comfort, for a Beer, Wine, and Sparkling Wine license at 208 1st St W., Jamestown, for the period ending 12/31/2024. Seconded by Council Member Schloegel. Roll Call No. 6: 5 ayes, 0 nays, 0 absent. Carried. Public Works Director Michel reminded the public of the baler hours and the holiday schedule for the upcoming two weeks for garbage and recycling pickup.
